ABSTRACT The management and organization of resources is an important issue in library and information science research. Progress of information technology and development of the internet has made digital resources more and more important. The names and access of digital objects are usually transient and unstable. Therefore, we need a persistent and globally unique numbering scheme to identify them regardless of time and space. The Digital Object Identifier (DOI) is a system for identifying and exchanging intellectual property in the digital environment. It provides a management framework for unique identification, description and linking of digital objects. The experimental system named <LIPS-DOT> is built as an application of DOI system in Chinese resources. The <LIPS-DOT> system mostly resembles the DOI system in its three modules: enumeration, description and resolution. Metadata framework is developed on the basis of XML and a proxy service is provided for resolution needs. Featuring time-based syntax, the <LIPS-DOI> system has the advantage of opaqueness in its identifier string and convenience in registering objects without any legitimate identifiers, or, local numbers. The adoption of unqualified DC as Kernel of Metadata makes the <LIPS-DOI> system more applicable to digital library and museum projects and related technology such as OAI-PMH. DOI system founded digital intellectual property management and E-commerce models were prospectively proposed. |
