自政府採購法實施以來,環顧國內各機關辦理公共工程委託專案管理之技術服務已日漸受到重視,也從萌芽階段邁入持續發展之階段。得標廠商依據招標文件要求於決標或簽約後一定期限內,應提出「專案管理工作執行計畫書」送交工程主辦機關審查,經核定後納入契約之一部分,並做為執行專案管理工作之依據。藉由實務案例之蒐集與分析,發現「專案管理工作執行計畫書」仍存在著許多用詞定義不一致、工作項目歸類差異極大,以及潛在的契約執行風險等諸多問題,且未見政府採購法之主管機關訂頒「專案管理工作執行計畫書」之相關範本;在文獻回顧過程裡也未見國內博碩士論文探討本項課題。因此,遂藉由實務案例之分析與探討,試著以專案管理知識體系指南(PMBOK)之內容為架構之範例,以期能彙整各個案例之工作項目,並提出用詞定義清楚、章節分屬階層明確之歸類,以及避免潛在的契約執行風險等,因而有此動機。 本研究之目的主要在探討「專案管理工作執行計畫書」之適當名稱、相關用詞定義、必要包含的工作項目,以及工作項目之分屬階層與歸類,進而歸納出可行的章節內容,提供工程主辦機關在審查及核備「專案管理工作執行計畫書」時之參考。 本研究以包括公共工程、建築工程、專案管理技術服務契約,以及達到巨額工程採購規模之案例為研究範圍。 本研究之研究方法係藉由蒐集16個巨額採購,又具有一般土建工程內容及特殊設施設備之案例,經研究範圍與限制條件確定後,採用符合研究範圍與限制條件的12個案例進行分析,比較各案例之間各章節之異同與特性,並彙整成「工作內容表」,邀集具建築專案管理實務經驗、對PMBOK熟悉或通過PMI考試者、建築師或營建相關技師,以及機關專案管理承辦工程司等成員,應用KJ法( Kawakita Jiro Method )針對「工作項目(WBS)表」予以分組與命名,以獲得「專案管理工作執行計畫書」章節內容之初步成果。再藉此初步成果分別與至少三位專家訪談,綜整專家意見後納入修正以確認研究成果之精確性與完整性。 本研究就「節」階層之工作內容與工作項目雖經案例分析、討論及彙整成初步成果,但其定義與名稱仍值得再深入探討;再者,想藉此研究之初步成果拋磚引玉,以期政府採購法之主管機關訂頒「專案管理工作執行計畫書」之相關範本,做為爾後機關辦理審查或核定「專案管理工作執行計畫書」之參考。 關鍵字:公共工程、建築工程、專案管理、專案管理工作執行計畫書、巨額採購、專案管理知識體系指南、KJ法。 A Study for Contents of the Chapter and Section Statement of Execution Plans for PCM in public architecture construction. Abstract The PM services have become gradually important since The Government Procurement Code was executed. Now, it is going through a developing phase from an initial phase. The procurement bid winner has to deliver a SES within a specific time frame after the contract is signed for the client’s to review and approve. The SES will become a part of the contract after it was approved, and perform its service according to the SES. After collecting and analyzing the real cases, we discovered that there are many problems that still remain; problems such as term definition inconsistencies, task items distribution difference, and the potential risk from contract execution. Moreover, there is no SES example issued by authority, and there is no paper relating to the issues that were mentioned above to be found from Taiwan’s academic. In order to eliminate these potential risks in executing contracts, we propose an example of organizing the chapter and section of SES and defining the terms according to PMBOK. These study cases contain public construction, architecture construction, and contracts of PM Service. The project size is greater than the scale, which The Government Procurement Code defines as huge project. The study method is based on real cases collection and analysis, and the follows the steps of identifying the difference and coincidence between the cases and then organizing a task contain list. We also invite professionals in PM, practitioners of PM, proficients in PMBOK, proficients of PMI, architects, and construction technicians, who are from public organization and private institute, and all of them are divided into tasks groups and their names are assigned by applying the Kawakita Jiro Method. Then, we obtained a chapter and a section organization of SES. Finally, we invite proficients for review and revise by making their comments. The purpose of this study is to focus on the proper title of SES, the items definition, required content, and its organization. We expect the study paper to become a guide for construction participators, which includes both client and contractor.
