從ECFA探討兩岸經濟合作暨資本市場發展趨勢

Abstract

貿易的自由化與國際化和市場的開放係世界性潮流，對於邁向已開發國家之林的台灣更是不可抵檔之勢。大陸經濟於近年來快速崛起，它已成為帶動亞洲經濟發展的關鍵動力，也是世界經濟成長的重要動能之一。 兩岸經貿關係非常密切，已成為台灣經濟發展最不可忽視的關鍵部分。「兩岸經濟合作架構協議」(ECFA)的簽署是順應區域經濟一體化或區域經濟整合的發展趨勢，且被認為是促進台灣下一波經濟發展的原動力。有鑒於ECFA對於個別產業以及企業營運等議題則尚缺乏，因此，本研究目的即試圖以產業及企業的角度，深入分析ECFA可能帶來的影響，以及企業在ECFA執行情境下的競爭與合作策略，乃至於企業在資本市場經營的最佳模式，同時對政府相關單位提出施政上的建議。 本研究分別運用「歷史文獻資料蒐集法」、「參與式觀察法」及「深度專家訪談法」來做為資料蒐集方法，且運用「質化研究」中的「持續比較研究法」、「歷史研究法」、「系統性文獻探討法」及「敘事法」等分析方法，從相關文獻歸納ECFA之可能衝擊與效應，比較ECFA與其他類似國家或地區簽定的協議的機制發展與影響，探討ECFA施行的歷史背景與過程，以及用針對個案與單一事件進行深度描述說明。從而探討在ECFA制度下，兩岸企業合作與在資本市場運作的過去、現況與預測，並提出針對未來執行之建議，對於學術界、實務界與政府政策皆有許多貢獻。

The liberialization and internationalization of trade as well as the opening of market are currently worldwide trend, particularly for Taiwan, which is moving forward to the developed country group. Recently, China’s economy rise is becoming the main driver for the development of Asia economy, and it also plays an important role in the economic growth of the whole world. The close relationship between Taiwan and Mainland China is become the dispensible part in Taiwan’s economic development. Following the trend of regional economies integration and conformity, Economic Cooperation Framewark Agreement (ECFA) is seen as the motive power of the next economic development in Taiwan. Since the lack of investigation over the issues that how will ECFA affect distinctive industries and individual enterprises, this research attempts to explore the potential effects resulted from ECFA, the appropriate competitive and cooperative strategies, as well as the optimal modles in capital markets operated under the ECFA system. Finally, we also propose some suggestions on this issue for the policy makers. We use “Document collection method”, “Participant observation” and “In-depth interview” to collect research data, and use “Constant comparative analysis”, “Historical examination”, “Sytematic literature review” and “Narrative analysis” to do the qualitative research. This research proposes the potential effects and impacts made by ECFA, compares the mechanism development and effection with other agreement amde by other countries or areas, explores the history and process of ECFA, and describes specific events carefully. In addition, this research explores the past, the present and the future about enterprise cooperation and operation in capital market between Taiwan and Mainland China under ECFA system. It also proposes some suggestions for the future, as well as contributes to the academic circle, the practical realm and the national policy.
