臺灣農業金融體系導入金融科技之研究

Abstract

在金融業發展的進程中，科技始終是金融的重要創新甚至變革的力量。隨著現代科技快速發展，金融科技(FinTech)強勢來襲，不僅快速地改變顧客的消費行為，也顛覆金融業的經營形態，對於臺灣的農業金融體系而言，因應金融數位化時代的崛起，亟需探討如何積極轉型。本研究藉由文獻回顧與深度訪談農業金融相關決策與經理人員，探討台灣農業金融體系面對金融科技浪潮之影響。研究結果顯示，金融科技應用範圍甚為廣泛，可降低營運成本、提供差異化服務內容以及增加顧客的黏著度，然而台灣的農業金融體系的數位金融系統卻仍在基礎建設階段，資訊共用整合也尚未建置完成。未來應積極規劃數位金融轉型計畫，以及招募相關專業金融科技人才，以因應金融科技的快速演化。

In the process of financial industry modernization, science and technology has always been an important innovation accelerator and an engine of productivity growth for the industrial development. With the rapid development of information and communication technologies, financial technology (FinTech) has increasingly become an important driving force to develop new financial products, not only rapidly changing the consumer behavior but also stimulating new business model of the financial industry. The agricultural financial system in Taiwan has to embrace this rapid technological change and explore how to actively transform with the rise of the financial digital era. This study explores the impact of Fintech on Taiwan's agricultural financial system through literature review and in-depth interviews with the relevant decision makers and managers of the industry. The results show that financial technology can reduce operating costs, provide differentiated service content and increase customer adhesion. However, the development of the digital agricultural financial system is still in the infrastructure construction phase in Taiwan. Information integration and data sharing system have not yet completed. In the future, active policy on digital financial transformation plans and recruitment of relevant professional Fintech talents is needed for Taiwan’s agricultural financial system to cope with the rapid evolution of financial technology.
