電信資費與接續費管制之研究

Abstract

現代科技日異月新，手機不斷推陳出新，行動通訊已經成為人們生活的重要的一部分，因此電信資費的高低對民眾的福利的影響也越來越高。自2013年後，國家通訊傳播委員會明令行動通訊的管制方式由管制電信資費改為管制接續費，希望藉由降低接續費來達到降低電信資費的目的。 何謂電信資費？何謂接續費？為了探討這幾個問題，在文中首先針對電信產業的特性以及現今台灣電信產業的概況做介紹，接著詳細介紹台灣電信法規中管制電信資費與接續費的背後理論。在管制電信資費方面，以價格上限管制法為主，在管制接續費方面則以介紹如何計算接續費為主，模型包含效率中間投入元件價格理論以及全原件長期增支成本法，其中又針對台灣使用的全原件長期增支成本法的分支Bottom UP法所建立的模型做簡略介紹。最後，建立一個簡單模型來估算在電信產業管制資費與接續費，哪一個能帶來更高的社會福利，結論是管制資費能產生更高的社會福利。

Nowadays, cell phones have become an important part of everyone’s life. If people have to pay too much money for phone calls, then nobody would be happy. To create a good life for people, National Communications Commission decided to control access pricing rather than fee of in 2013. In order to discuss which one is better, controlling fee or access pricing, this article introduces features of telecommunication industry and telecommunications act in Taiwan at first. Second, for understanding the way to calculate fee and access pricing in reality, it introduces price cap regulation and LRIC model, especially Bottom UP model. Final, it uses a simple model to find out that controlling fee is a better way for creating higher social welfare.
