摘要: | 「醫療觀光」顧名思義,就是在觀光過程中,排入醫療行程。我國位於亞洲經濟樞紐,醫療水準與服務具國際競爭力,95年政府即已將「醫療服務國際化旗艦計畫」列為重點發展項目,98年更納入「六大新興產業」中,成為國家十大重點服務業。依據行政院衛生署擬定的「臺灣醫療服務國際化行動計畫」,即是希望整合臺灣的優質醫療、高科技及親善服務,與觀光旅遊業連結,作為我醫療產業發展的新利基,塑造我國醫療服務品牌,並使「臺灣服務」成為經濟的新標誌,提升臺灣國際能見度。
在全球人口老化及醫療費用日趨高漲的驅勢下,西方實施社會保險的先進國家如英國及加拿大,病人需耗費在等候手術的時間過長;在美國亦有4300萬人口沒有醫療保險、120萬人口沒有牙科保險(UDdaily,2005);加上近來亞洲及中東部分經濟發展較佳的地區,對於高品質醫療服務的需求也越來越高下,醫療旅遊產業正蓬勃發展。我國行政院經建會自2007年正式開始施行「醫療服務國際化旗艦計畫」,投入大筆資金發展觀光醫療,希望將台灣打造成醫療服務首選,吸引海外觀光客來台灣就醫,希望達到「讓顧客走進來、醫療走出去」的目的。除此之外,政府更希望藉由推動國際醫療服務,增加外籍來台人士來台就醫人數,同時結合旅遊觀光,刺激台灣觀光、飯店、及美食等相關消費,促進我國經濟成長。 本研究之目的在於探究醫療層級為地區醫院之醫療院所能否在台灣醫療觀光產業中佔有一席之地。研究結果顯示:以地區醫院的規模及資源,仍能藉由其優勢及獨特商業模式來發展醫療觀光。研究結果如下:1.地區醫院雖然規模較小,但仍可利用其方便迅速及機動性高的優勢來與其他大型醫療院所僵化的制度做競爭;2.優勢的地理環境及古蹟名勝也可做為地區醫院發展醫療觀光、吸引國際顧客前來的要素;3.特色化醫療項目,將其作出優於其他醫院的療效是地區醫院發展醫療觀光的重要生存商業模式;4.地區醫院發展醫療觀光所帶來的產業價值鏈能為地區經濟產生綜效,使其相得益彰。 結論:地區醫院仍能以獨特優勢成功發展醫療觀光。 Medical tourism, or medical travel, refers to the practice of traveling to another country with medical services included as part of the itinerary. Taiwan, which offers competitive medical services from the hub of Asia, is an ideal destination for budget-conscious tourists. Eying its potential, the ROC government identified medical tourism as a sector for priority development in 2006. Two years later, it was again named among the nation's six emerging industries and top 10 service industries to receive special government attention. The aging of population accelerated rapidly worldwide. Patients in Britain, Canada and other countries with long waiting lists for major surgery will be just as eager to take advantage of foreign healthcare options. In the United States, where an estimated 43 million people are without health insurance and 120 million without dental coverage (Udaily, 2005) .The growing demand for high quality medical care in Middle East and Asia, where economic develop well-off. This represents a significant market for inexpensive, high-quality medical care. Taiwan government started to promote medical tourism since 2007, wanted to make Taiwan the primary choice for foreign patients and thus benefited both medical and tourism industries, raising Taiwan GDP and decreasing unemployment rate. The purpose of this study is to reveal if a District Hospital can develop medical tourism. The conclusion is as following. First, a District Hospital can utilize its strength as convenience, efficiency, and accessibility to promote medical tourism. Unique business model can also help medical tourism. Moreover, places of historic interest and scenic beauty surrounding the area of the District Hospital is and attraction to invite the international patients. Third, selective specialty strength is a good strategy to captivate customers pursuing medical tourism. Last, the development of medical tourism industry can generate a value system covering various industries and create synergy effect for economy growth. Conclusion: The District Hospital is suitable to develop medical tourism through distinctive means. |
