| 摘要: | 本研究旨在探討薄荷(Mentha spp.)於臺灣休耕地「綠色環境給付」政策支持下之栽培潛力與產業發展可行性。薄荷為具高經濟價值之作物,廣泛應用於醫藥、食品與農業資材等領域。臺灣於1960年代曾於雲嘉地區盛產薄荷,素有「綠金」之稱,惟隨國際競爭加劇與農業結構轉型,產業規模逐漸萎縮。近年受政策引導,特色作物栽培再次受到關注,薄荷種植面積由民國97年之2.64公頃成長至112年之17.76公頃,年產值達新臺幣1,996萬元,顯示其產業回復動能及進口替代潛力。
本研究採用質性敘述性研究方法,結合文獻分析、田野調查與半結構式訪談,聚焦雲林縣土庫鎮地區之生產現況與發展瓶頸。調查結果顯示,國產新鮮薄荷市售平均售價逾550元/公斤,屬高價蔬菜作物,乾燥產品亦具價格競爭力,且田間生產成本明顯低於進口薄荷。然而,目前生產模式多為小規模、手工作業,整體產業鏈整合與機械化程度有限,對於規模化生產與穩定供應造成限制。 研究結果指出,台灣薄荷品系具穩定性與商品開發潛力。未來發展薄荷產業限制與可行性策略:人力配合機械化作業,土地取得、推動品系選育與種子播種、研發加工技術、強化行銷通路建構、強化產品附加價值與市場競爭力,畜牧與人用市場,同時政府農業部與衛福部補助加入進一步提升休耕地利用效率,促進薄荷產業邁向規模化永續發展。 This study explores the cultivation potential and industrial development feasibility of mint (Mentha spp.) in Taiwan under the support of the "Green Environmental Payment" policy for fallow farmland. Mint is a high-value crop widely utilized in pharmaceuticals, food, and agricultural materials. In the 1960s, Taiwan—particularly the Yunlin and Chiayi regions—saw a flourishing mint industry, once known as "green gold." However, due to intensified international competition and shifts in agricultural structures, the industry gradually declined. In recent years, policy-driven initiatives have renewed interest in specialty crop cultivation. The mint cultivation area increased from 2.64 hectares in 2008 to 17.76 hectares in 2023, with an annual production value reaching NT$19.96 million, indicating potential for revitalization and import substitution. This study adopts a qualitative descriptive research approach, incorporating literature review, field investigations, and semi-structured interviews. The research focuses on the production status and development bottlenecks in Tuku Township, Yunlin County. Findings reveal that domestically grown fresh mint commands an average price exceeding NT$550 per kilogram, positioning it as a high-value vegetable. Dried mint products also demonstrate competitive pricing, and local production costs are notably lower than those of imported mint. Nevertheless, current cultivation remains predominantly small-scale and labor-intensive, with limited industrial integration and mechanization, constraining scalability and supply chain stability. The results indicate that domestic mint cultivars exhibit stability and strong potential for commercial development. It is recommended that future efforts promote cultivar improvement and customized contract farming, alongside mechanization, processing technology innovation, and marketing channel enhancement. These strategies would increase product value and market competitiveness, improve the utilization efficiency of fallow land, and facilitate the scaled and sustainable development of Taiwan’s mint industry. |
