摘要: 隨著全球影視產業日益朝向多元在地化與文化差異化,地域性電影(regional film)在強化地方文化認同、推動文化永續及促進區域經濟發展上愈加受到重視。其發展不僅仰賴地方文化素材對創作者與製作團隊的吸引力,更需整合產業資源、資金與完善的社會支持系統。尤其在資源配置與開發取向選擇上,各類型方案所涉及的文化價值、產業條件與社會資本迥異,形成多準則決策特性的評選情境,亟需建構系統化分析架構。
本研究強調,唯有具象徵意涵與敘事潛能之地方文化素材,方能兼具地域性電影的文化深度與觀眾共鳴。因此,本研究以「文化路徑」(Cultural Routes)作為內容開發與敘事設計的評估基礎,參照《文化路徑憲章》,聚焦歷史聚落、產業地景、宗教信仰、技藝傳承與跨文化等資源的轉譯與影像化潛能。
研究方法上,先透過文獻分析歸納出 29 項影響地域性電影發展的潛在因子,並以模糊德爾菲法(Fuzzy Delphi Method, FDM)進行專家問卷,篩選出 12 項具代表性之評選準則。進一步運用熵值法(Entropy Method)進行準則權重與三種發展方案的評估,結果顯示「商業娛樂型」方案在整體績效指標評比中最高,為地域性電影發展之優先選項。重要的研究發現包括評估準則「飲食文化」權重為第一,顯示飲食文化在地域性電影中具有高度文化象徵性與市場吸引力,能有效強化地方品牌與觀光價值,形塑以食農敘事為核心的地方文化經濟模式,並與生物產業傳播暨發展中強調之農業傳播、鄉村社區營造與在地文化永續發展相互呼應;而「法規與政策支持」則為分數權重最低,專家普遍認為,目前法規與政策支持力道薄弱,除了持續爭取文化預算,地域性電影永續發展亦不宜過度依賴政府補助機制。
本研究主要貢獻在於建構一套可實際操作的評選模型,具體識別影響地域性電影發展的關鍵因素與排序提供選擇,研究成果可作為影視產業相關從業者的實務參考。

Amid the global trend toward localization and cultural diversification in the audiovisual industry, regional films have gained increasing attention for their role in reinforcing local identity, promoting cultural sustainability, and stimulating regional economic development. However, the development of regional cinema relies not only on the cultural appeal to creators and production teams but also on the integration of industrial resources, funding, and robust social support systems. Given the divergent cultural values, industrial conditions, and social capital embedded in different development models, the decision-making process exhibits the characteristics of a multi-criteria evaluation scenario, necessitating a systematic analytical framework.
This study posits that only local cultural elements imbued with symbolic meaning and narrative potential can achieve both cultural depth and audience resonance. Adopting the concept of Cultural Routes as the evaluative foundation for content development and narrative design, the research draws on the ICOMOS Charter on Cultural Routes, emphasizing the translatability and cinematic potential of historical settlements, industrial landscapes, religious beliefs, artisanal traditions, and intercultural exchanges.
Methodologically, the study first employed a literature review to identify 29 potential factors influencing regional film development, followed by the Fuzzy Delphi Method ( FDM) to refine these into 12 representative evaluation criteria through expert consultation. The Entropy Method was then applied to assess the weight of each criterion and evaluate three development scenarios. Results indicate that the "Commercial-entertainment-oriented" strategy ranked highest in overall performance, making it the preferred model for regional film development. Notably, “culinary culture” emerged as the highest-weighted criterion, reflecting its strong cultural symbolism and market appeal in advancing place branding and tourism. It also supports the formation of a localized cultural economy driven by agri-food narratives, in alignment with the goals of bio-industrial communication and development—particularly in agricultural communication, rural community revitalization, and local cultural sustainability. Conversely, “regulatory and policy support” ranked lowest, with experts generally agreeing that current policy backing remains weak. In addition to continuously seeking cultural funding, the long-term sustainability of regional films should also avoid excessive reliance on government subsidy mechanisms.
This research contributes a practical evaluative model for identifying and prioritizing key factors in regional film development, offering actionable insights for industry stakeholders.
