| dc.description.abstract | 本研究以Covid-19疫情對臺北市運動中心委外經營之影響為主題，從公私協力的角度進行分析。研究背景考量了臺灣政府推行運動設施委外政策的歷史及其在提升公共服務質量和減輕財政負擔方面的成效。本文探討疫情對運動中心財務、營運及利害關係人之影響，並分析運動中心如何採取因應措施以應對疫情帶來的挑戰。透過訪談和文獻回顧，研究發現Covid-19疫情不僅打亂了原有的運作模式，還暴露了現行委外政策在風險分擔及彈性調整上的不足。針對後疫情時代的運動產業發展，本文提出了運動中心需兼顧公共利益與市場效益的運營建議，並呼籲加強公私協力的實踐以提升整體效能。研究結果可作為未來政府制定運動設施相關政策及改進公私協力合作模式的重要參考依據。 | zh_TW |
| dc.description.abstract | This study examines the impact of the Covid-19 pandemic on the outsourcing operations of Taipei City Sports Centers from the perspective of Public-Private Partnership (PPP). The research background considers the history of Taiwan's government outsourcing policy for sports facilities and its effectiveness in improving public service quality and alleviating fiscal burdens. The study explores the pandemic's effects on the financial performance, operations, and stakeholders of sports centers and analyzes their responsive measures to these challenges. Through interviews and literature review, it was found that the pandemic disrupted existing operations and exposed shortcomings in the current outsourcing policies, particularly in risk-sharing and adaptive flexibility. For the post-pandemic era, the study proposes operational recommendations for balancing public welfare and market efficiency in sports centers and emphasizes the need to strengthen PPP practices to enhance overall effectiveness. The findings serve as a reference for future policy-making and improvements in the collaborative model between the public and private sectors regarding sports facilities. | en |
