dc.description.abstract為達成特定政策目標並提升公共行政業務的專業性、靈活性和效率,政府設立了公設財團法人來執行各項政策任務。隨著全球局勢日益複雜和多變,政府必須迅速調整科技政策,以推動技術創新,幫助產業升級轉型,提升國家競爭力。在這種情況下,傳統治理模式已不足以應對現今需求,因此政府與公設財團法人之間的協力治理更顯重要。政府擁有法定權力、制定規範和財政資源,公設財團法人則具備人力、專業技術及產學連結網絡,透過合作整合資源,以協力治理模式推動創新政策,才能更有效應對複雜的社會和技術挑戰。
本研究透過次級資料收集及質化訪談研究方式,以政府服務獎的數位創新加值獎-臺灣雲市集個案進行分析,探討政府與公設財團法人間協力治理的角色與運作機制以及找出影響公設財團法人在政策推動協力模式關鍵因素。
本研究驗證了增進參與協力意願的三個因素。第一是政府與公設財團法人之間在權力、資源及知識上的不對稱性造成相互依賴關係;第二是過去合作經驗所累積的信任度;第三是影響參與協力意願的主要因素是個人層次,組織層次因素為輔。
研究發現臺灣雲市集透過平台構建串聯數位轉型需求端中小企業及供給端雲端服務開發服務業者,達成最大化輔導中小企業的成果,讓中小企業數位轉型,也讓資訊服務業者提升雲端開發能量,創造雙贏。其成功的關鍵就是專業分工角色互補,從政策制訂、推動做法、技術規劃等方面,是透過政府與公設財團法人以協力治理方式,來實現政策目標。
雙方在資源關鍵性、互補性和不可替代性上形成的緊密依存度,再加上長期合作所建立的互信基礎,政府具備前瞻性規劃及領導力,而公設財團法人則擁有使命感及執行力。除此之外,計畫推動是在一個資訊透明、開放共用、包容平權的協力環境下,特別注重個人層次的激勵和組織層次的社會影響力,透過緊密的互動協力,從而促進協力治理創新,此一成功案例典範轉移協助政府政策因應環境加速調整,藉以提高政府效能,強化產業及國家競爭力。

dc.description.abstractTo achieve specific policy goals and enhance the professionalism, flexibility, and efficiency of public administration, the government has established GONGOs to execute various policy tasks. In complex and changing environments, the government must rapidly adjust its science and technology policy to promote technological innovation, help industries upgrade and transform, and enhance national competitiveness. Under these circumstances, the traditional governance model is no longer adequate to meet today's needs, and the importance of collaborative governance between the government and GONGOs have become more important. While the government has the legal authority, regulatory and financial resources, GONGOs have the manpower, expertise and industry-academia networks. Through collaborative governance, innovative policies can be more effectively implemented to address complex social and technological challenges.
Through secondary data collection and qualitative interviews, the study analyzes the case of the TCloud policy, the Government Service Award, to explore the roles and operational mechanisms of collaborative governance between the government and GONGOs, as well as to find out the key factors influencing the collaborative governance of GONGOs in policy implementation.
There are three factors that enhance the willingness to participate in cooperative efforts. First, the asymmetry in power, resources, and knowledge between the government and GONGOs creates a mutually dependent relationship. Second, the trust accumulated from past collaborative experiences. Finally, the primary factor influencing the willingness to participate in cooperation is at the individual level, with organizational level factors being secondary.
The study found that TCloud connects SMEs needing digital transformation with cloud service providers through its platform. This connection helps SMEs to approach the digital transformation, while also allowing service providers to improve their cloud development skills, creating a win-win situation. The key to its success is the complementary roles of the professional division of labor, from policy formulation, promotion practices, technology planning, etc., through the government and GONGOs to achieve policy objectives through collaborative governance.
The close interdependence between the government and GONGOs in terms of criticality, complementarity and irreplaceability of resources, coupled with the mutual trust built up through long-term cooperation, the Government possesses forward-looking planning and leadership, while the GONGOs possesses a vocation and excellent performance. In addition, the program is promoted in a collaborative environment of information transparency, open sharing, inclusion and equality, with special emphasis on individual-level motivation and organizational-level social influence, and through collaborative governance to innovation. This successful case has helped accelerate the adjustment of government policies to the rapidly changing environment, thereby improving government effectiveness and strengthening the competitiveness of the industry and the country.
