摘要: 教育部推動「中小學活化課程與多元學習計畫」以創新教學為核心之計畫型補助款方案,提供各直轄市及縣市政府學校社群運作、教師專業發展與學生多元學習,依據研究題目,本研究主要目的有五:一、瞭解教育部中小學活化教學與多元學習計畫型補助款之政策過程;二、瞭解教育部中小學活化教學與多元學習計畫型補助款之經費分配;三、瞭解教育部中小學活化教學與多元學習計畫型補助款之管考機制;四、分析新北市執行中小學活化教學與多元學習計畫型補助款之挑戰;五、分析新北市對應中小學活化教學與多元學習計畫型補助款之方案。

為達成以上之研究目的,本研究除蒐集國內外相關文獻外,亦採用半結構訪談法,使得研究結果更臻完善。首先,透過國內外相關機構資料蒐集,本研究主要瞭解教育部中小學活化教學與多元學習計畫之法規,其次,瞭解計劃教育部與新北市實施現況,根據研究目的與文獻探討發展訪談大綱,進行訪談教育部、新北市教育局業務、申請學校相關人員、與專家學者研究發現分析,藉由研究結論與政策建議分析教育部中小學活化教學與多元學習計畫,以印證文獻回顧與現況對應之參考。

最後綜合訪談研究分析,獲得以下研究結論:一、中小學活化教學與多元學習計畫政策過程之影響;二、中小學活化教學與多元學習計畫府際財政之移轉;三、中小學活化教學與多元學習計畫經費分配之均等,提供後續研究分析,其次,政策建議提出:一、中小學活化教學與多元學習計畫提高預算編列;二、中小學活化教學與多元學習計畫強化線上審查;三、中小學活化教學與多元學習計畫調整自籌比例;四、中小學活化教學與多元學習計畫調整自籌比例;五、中小學活化教學與多元學習計畫促進學校發展,以利教育行政機關未來規劃之參考。
The Ministry of Education promotes the revitalization of the curriculum and diversified learning in primary and secondary schools, and the project grants scheme with innovative teaching as the core, provides school community operation, teacher professional development and student diversified learning in the municipalities and county and municipal governments. According to the research topic, the main objectives of this study are five: 1. To understand the policy process of the subsidy for the revitalization of teaching and diversified learning in primary and secondary schools in the education sector; 2. Understand the allocation of funds for the revitalization of teaching and diversified learning plan in primary and secondary schools in the education sector; 3. Understand the management and examination mechanism of the Ministry of Education's subsidy for revitalized teaching and diversified learning plans in primary and secondary schools; 4. Analyze the challenges of New Taipei City's implementation of the Revitalization of Teaching and Diversified Learning Program Grants for Primary and Secondary Schools; 5. Analyze New Taipei City's project grants for revitalized teaching and diversified learning programs in primary and secondary schools.

In order to achieve the above research objectives, in addition to collecting relevant literature at home and abroad, this study also adopts the semi-structured interview method to improve the research results. Firstly, through the data collection of relevant institutions inside and outside the island, this study mainly understands the laws and regulations of the Ministry of Education's primary and secondary school revitalization teaching and diversified learning plan, and secondly, understands the implementation status of the planned the Ministry of Education and New Taipei City, and conducts interviews with the Ministry of Education, the business of the New Taipei City Education Bureau, the relevant personnel of the applicant school, and experts and scholars according to the research objectives and literature discussion and development interview outline, and analyzes the research findings of the Ministry of Education, the business of the New Taipei City Education Bureau, the relevant personnel of the applicant school, and experts and scholars, and analyzes the revitalization teaching and diversified learning plan of primary and secondary schools in the Ministry of Education through the research conclusions and policy recommendations, so as to confirm the reference between the literature review and the current situation.

Finally, the following conclusions are obtained: 1. The impact of the policy process of activating teaching and multiple learning plans in primary and secondary schools; 2. Revitalization of teaching in primary and secondary schools and inter-governmental fiscal transfer for the Diversified Learning Program; 3. the allocation of funds for the revitalization of teaching and diversified learning programs in primary and secondary schools is equal, and follow-up research and analysis are provided. Secondly, the policy recommendations put forward: 1. Increase the budget allocation of the revitalization of teaching and diversified learning plans in primary and secondary schools; 2. Strengthen online review of revitalized teaching and diversified learning plans in primary and secondary schools; 3. Adjust the self-financing ratio of revitalization teaching and diversified learning plans in primary and secondary schools; 4. Adjust the self-financing ratio of revitalization teaching and diversified learning plans in primary and secondary schools; 5. The Revitalized Teaching and Diversified Learning Plan for Primary and Secondary Schools promotes the development of schools for the reference of the education governmental agency for future planning.
