建設公司之工程發包策略及其影響因素分析之研究

Abstract

台灣房地產市場備受關注，為國內重要的經濟指標之一。內政部統計顯示，2022年全年新興住宅建照數高達18.1萬戶，使用執照數11.2萬戶，創近10年新高紀錄。疫情期間的2020年至2022年，房價持續走揚，全台開工量連續3年超越13萬棟，每月平均啟動約1萬戶新建案。儘管2022年下半年政府實施平均地權條例，房市呈現短期調整，但根據國家發展委員會2024年3月公布的數據，2024年上半年景氣燈號顯示房市將維持穩定成長。 在龐大的住宅市場需求下，建設公司必須透過工程發包模式進行開發建案。然而，近年營造業飽受原物料及人力成本持續上漲、勞工短缺等結構性挑戰，物價劇烈波動導致成本控管艱難，許多工程延誤進度，影響建設公司預期獲利。有鑑於此，如何妥善評估並選擇適當的營造廠商，制定利於發包作業的策略，確保專案如期如質完工，成為建設公司當前亟需解決的重大課題。 為因應此一挑戰，本研究將透過實地訪談業內資深從業人員，並分別對無自營營廠及具自營營造能力的建設公司的專家們發放問卷，蒐集並分析其在工程發包作業中的實務經驗與專業見解。研究旨在建設公司建構一套完善的工程發包策略，提升選商效能，確保專案成功。具體的關鍵因子包括:「企業文化」、「成本考量」、「專業經驗」、「品牌形象」、「作業時程」、「市場狀況」及「工程規模與特性」明確發包的標準與要求、盡職市場調查、考量營造廠的專業技術能力、落實風險管理、進行價格協商，並建立長期穩定的合作關係等，期使此類建設公司能制定出切合公司利益的發包策略，提高專案執行效率，控制成本風險，最終達成專案圓滿成功的目標。

The real estate market is a critical economic indicator in Taiwan, with the number of new residential projects continuing to rise in recent years. However, the construction industry faces structural challenges such as soaring material and labor costs, as well as labor shortages, leading to project delays and impacting the profitability of construction companies. This research aims to establish an engineering contracting strategy for construction companies through interviews with industry experts and questionnaire surveys. The goal is to improve contractor selection efficiency and ensure timely and quality project completion. Key factors include clear standards, market research, evaluation of construction capabilities, risk management, price negotiations, and long-term cooperative relationships. These measures are expected to enhance project execution efficiency, control cost risks, and achieve successful project outcomes.
