| Abstract: | 隨著台灣社會高齡化趨勢日益明顯,善用退休人力成為當務之急。本研究旨在探討平台經濟模式如何成為有效解決退休人力再運用之途徑。首先,回顧了台灣高齡化所帶來之挑戰,包括人口結構失衡及社會福利負擔增加等議題。其次,分析了零工經濟與平台經濟模式之特點,指出其具彈性工作安排、即時配對及多元化服務等優勢,有助於吸引退休人力參與。接著,探討平台經濟模式提供非典型工作機會的潛力,強調這些工作可充分善用退休人力之能力與經驗,同時滿足市場需求。
論文以熟齡、退休人力為主的平台服務為例,包括104高年級平台與Encore(安可日子)APP平台服務。這兩個平台因應高齡化趨勢,提供專業零工經濟性質之服務,探討了退休人力運用平台經濟模式之現況。 最後,提出相關政策建議,包括強化平台經濟監管、保障退休人力權益,並提供相應培訓與支援措施,促進平台經濟模式在解決退休人力再運用上的有效應用。總之,本研究為探討台灣高齡化社會下退休人力再運用提供重要參考,提出可行解決途徑,對促進社會可持續發展具有重要意義。 As Taiwan's society increasingly grapples with the aging population, leveraging retired workforce becomes a pressing concern. This study aims to explore how the platform economy model can serve as an effective solution for reutilizing retired manpower. Firstly, it reviews the challenges posed by Taiwan's aging population, including issues such as imbalanced demographics and increasing social welfare burdens. Secondly, it analyzes the characteristics of the gig economy and platform economy models, highlighting their advantages such as flexible work arrangements, real-time matching, and diversified services, which are conducive to attracting retired individuals to participate. Subsequently, it delves into the potential of the platform economy model in providing opportunities for non-traditional work, emphasizing the ability to fully utilize the skills and experiences of retired individuals while meeting market demands. The thesis exemplifies platform services primarily catering to mature and retired individuals, such as the 104 Senior Platform and Encore APP platform services. These platforms respond to the aging trend by offering professional gig economy services, thus examining the current status of retired workforce utilization through the platform economy model. Lastly, it puts forth policy recommendations, including reinforcing regulation of the platform economy, safeguarding the rights of retired individuals, and providing corresponding training and support measures, to facilitate the effective application of the platform economy model in addressing the reuse of retired manpower. In conclusion, this study provides significant insights into the reutilization of retired manpower in Taiwan's aging society, offering viable pathways for sustainable social development. |
