dc.description.abstract | 資訊技術(IT)賦能專案集群能夠高效地將IT資產融入業務策略,從而創造競爭優勢和策略差異化。其成功依賴於IT策略與業務單位策略的一致性,必須通過良好的IT治理來實現。先前研究已指出IT治理的三個關鍵維度:IT治理項目(治理什麼)、IT治理權責(誰來治理)、IT治理機制(如何治理),但多數僅在組織及專案層級探討,對於複雜且多面向的IT賦能專案集群,這三個維度的具體內涵知之甚少。因此,本研究旨在探討透過三個維度的有效IT治理,實現IT賦能專案集群的策略對齊,進而促進專案集群的成功。
本研究通過質性訪談,識別出IT賦能專案集群中需執行的IT治理決策項目和決策分配,並進一步借鑒社會一致性和知識整合的觀點來探索潛在的IT賦能專案集群治理整合機制。主要研究結果有三:第一,本研究識別出形成IT賦能專案集群的關鍵IT治理決策項目(治理什麼)為業務應用需求和IT投資與優先排序。第二,本研究提出IT賦能專案集群的決策權分配(誰來治理),識別出在關鍵IT治理決策項目中有四個決策分配給IT單位決定,三個決策分配給業務單位決定。第三,有別於過去IT治理文獻多數僅對正式IT治理機制的重視,本研究指出IT和業務單位主要通過三個正式及三個非正式整合機制來達成知識整合,進而促進策略對齊。 基於上述新發現,本研究擴展了有關IT治理和策略對齊在專案集群層級的學術和實務應用貢獻。 | zh_TW |
dc.description.abstract | IT-enabled program can efficiently integrate IT assets into business strategies, thereby cre-ating competitive advantages and strategic differentiation. Their success relies on the alignment of IT strategies with business unit strategies, which must be achieved through effective IT governance. Previous research has identified three key dimensions of IT gov-ernance: focus of IT governance (what to govern), scope of IT governance (who to gov-ern), and patterns of IT governance (how to govern). However, most studies have fo-cused on the organizational and project levels, leaving the specific content of these dimen-sions in complex and multifaceted IT-enabled program largely unexplored. Therefore, this study aims to explore how effective IT governance across these three dimensions can achieve strategic alignment in IT-enabled program, thereby promoting their success.
This study employs qualitative interviews to identify the IT governance decisions and decision allocations that need to be executed in IT-enabled program. Furthermore, it draws on perspectives of social alignment and knowledge integration to explore potential gov-ernance integration mechanisms in IT-enabled program. The main findings are threefold: First, the key IT governance decisions (what to govern) in IT-enabled program are identi-fied as business application needs and IT investment and prioritization. Second, this study proposes the decision rights allocation (who should govern) for IT-enabled program, identifying that four key decisions items are allocated to IT units and three key decisions items are allocated to business units. Third, unlike previous IT governance literature that predominantly emphasizes formal IT governance mechanisms, this study highlights that IT and business units primarily achieve knowledge integration through three formal and three informal integration mechanisms, thereby promoting strategic alignment. Based on these new findings, this study extends the academic and practical contributions regarding IT governance and strategic alignment at the program level. | en |
