Abstract

本研究深入探討 Covid-19 大流行期間全球各國社會政策回應，特別是政府品 質對疫情下社會保障的影響。在 Covid-19 疫情危機的背景下，本研究目的在於揭 示政府品質在政府應對危機中的作用，並探討政治和經濟背景對政策回應的差異 性，以填補現有文獻的空白。 為了達成這些目標，本研究採用迴歸分析方法，利用國際庫中的資料，深入分析政府品質、社會信任、政治體制和經濟發展等因素與疫情下社會保障之間的關聯。研究發現，高政府品質與積極的社會保障政策支持之間存在顯著聯繫。此外，社會信任、政治體制和經濟發展水平也對疫情下社會保障有重要影響。 本研究的結論強調，在面對全球性危機時，政府品質對於政策制定和執行的有效性具有關鍵作用。雖然本研究僅為一項初步探索，但其結果為未來在相關領域深入研究提供了基礎，尤其是在理解不同政府品質和政治體制下，政府如何有效應對全球性挑戰。本論文希望能為政策制定者和學術界提供有益的參考，並啟發更多關於社會信任與社會政策互動的研究。

This study delves into the global social policy responses during the Covid-19 pandemic, with a particular focus on the impact of government quality on social security during the crisis. Against the backdrop of the Covid-19 pandemic, this research aims to uncover the role of government quality in crisis response and explore the variations in policy responses due to political and economic contexts, thereby addressing gaps in existing literature. To achieve these objectives, this study employs regression analysis using data from international databases to deeply analyze the relationships between government quality, social trust, political systems, economic development, and social security during the pandemic. The findings indicate a significant link between high government quality and proactive social security policies. Additionally, social trust, political systems, and levels of economic development also have important impacts on social security during the pandemic. The conclusions of this study emphasize that in the face of global crises, government quality plays a crucial role in the effectiveness of policy formulation and implementation. Although this study is a preliminary exploration, its results provide a foundation for future in-depth research in the related fields, especially in understanding how governments with different qualities and political systems effectively respond to global challenges. This thesis aims to offer valuable references for policymakers and the academic community, and to inspire more research on the interaction between social trust and social policies.
