| dc.description.abstract | 美國的軍民兩用出口管制，是美國重要的國家安全工具之一。在冷戰時期，美國的軍民兩用出口管制，曾經讓蘇聯東歐國家集團難以取得西方國家的先進商品與技術。但是在後冷戰時期，美國的軍民兩用出口管制政策卻陷入國家安全與經濟的矛盾中，雖然國家安全仍然是軍民兩用出口管制的重要理由，但是經濟利益的影響力不斷增加。美國對中國大陸的軍民兩用出口管制，讓美國的企業在中國大陸競爭受到影響，為了保持在中國大陸的競爭優勢，美國跨國公司試圖影響美國對中國大陸的軍民兩用出口管制政策。
本文採用文獻分析法與異例個案分析法，前兩章為研究架構與文獻回顧，了解目前的研究成果及其不足。第三章分別討論美國的軍民兩用出口管制歷史與美對中國大陸軍民兩用出口管制過程。第四章討論美國跨國公司的影響，在中國大陸成為美國公司重要的經濟利益來源後，為保持在中國大陸的經濟利益，美國跨國公司試圖影響美國對中國大陸的軍民兩用出口管制政策。第五章是案例分析。美國對中國大陸的合格終端用戶政策，分析美國半導體企業影響美國對中國大陸軍民兩用出口管制政策過程；另一個案例是龍芯案，分析中國大陸替代技術取得，影響美國對中國大陸出口管制。從兩個案例中政策的影響力。最後一章為結論，在回顧整篇論文後，可以發現美國對中國大陸軍民兩用出口管制決策中，經濟利益成為重要的因素，跨國公司由此取得美國對中國大陸軍民兩用出口管制政策的影響。 | zh_TW |
| dc.description.abstract | The U.S. Dual-use export control is one of the important means for U.S. national Security. Dual-use export control made the Soviet bloc hard to obtain advanced manufacture and technology from the U.S.A. and Western Europe countries during the Cold War era. However, the policy is trapped in the paradox of national security and economic interest in the Post-Cold War era. Although national security is still an important reason for dual-use export control, yet the influence of economic interests grows continuously. The U.S. dual-use export control towards P.R.C. also affects the competition of the U.S. enterprises in Mainland China. In order to maintain the competitive advantage in Mainland China, the U.S. TNCs try to affect the U.S. dual-use export control policy towards P.R.C.
The literature analysis and deviant case study are the methods to this thesis. The first two chapters are the study framework and literature review to understand the current research results and its lack of. The Chapter 3 discusses U.S.A.’s history of dual-use export controls towards P.R.C. and the United States dual-use export control process. The Chapter 4 discusses the impact of U.S. TNCs in Mainland China. The U.S. TNCs are trying to influence the United States dual-use export control policy because the China market has been one of an important source of economic interests for U.S. TNCs. Case studies are in the Chapter 5. The first case is the latest U.S.A. dual-use export control policy towards P.R.C. named Validated End-Users. The second case is the Loongson project. The final chapter is the conclusion. It can be found that as the Sino-American trade relation growing, the economic interests is an import factor in U.S.A. dual-use export control policy-making towards P.R.C. and the U.S. TNCs obtain the influence in U.S. dual-use export control towards P.R.C. policy-making. | en |
