後社運時代的農耕⸺直面夕陽的香港新農

Abstract

現在是反高鐵運動落幕後的第十二年。多年來，香港的農業前景不但沒有改善，還走了回頭路。2020年後，公民社會的活力更不復返；面對政府收地，人們已失去大規模示威控訴的空間。同時，移民潮來勢澎拜，不少本地農業支持者也逐漸離港；情況看似悲觀。 不過，在不同土地、社會運動失敗後，仍有一批人為香港農業付出。他們正逆勢實踐土地運動中，不少人高喊的「身土不二」口號。 透過與受訪新農共同耕作，我報導了這一群農夫和從業者。我寫下他們的生活如何因耕作轉變，以及他們怎樣從社運過往轉變到務農生活；我發現這群另類生活的積極實踐者，正在日常耕作中重拾主體性。此外，我也籍這些個體的處境，指出現時香港農業政策的不足。

Now in the 12th years since the Anti-Hong Kong Express Rail Link movement, prospects of Hong Kong’s agriculture have not improved but instead worsened. Tightened political environment results in the loss of vibrancy in civil society. Even though compulsory land resumptions by the government continues, people have little room for large scale protesting and campaigning. Also, many supporters of local agriculture have themselves left the city. The future of farming in Hong Kong appears bleak. Nevertheless, there are still individuals contributing to local agriculture, including activists-turned agriculture workers and those affected by land movements. They are practicing the slogan “san1 tou2 bat1 ji6 (Rooted in Land and Identity)” that participants shouted out during the movements. In this reportage series, I joined market gardening with the new famers. I reported on how agriculture has changed these farmers’ and agriculture workers’ lives, and its relationship with their social movement past. I found that these active practitioners of alternative lifestyle are reclaiming their agency through everyday farming routine. Additionally, I illustrated the limitations of Hong Kong’s agriculture policy, highlighting the difficulties faced by the new farmers.
