Under the promotion of non-profit kindergarten policies, the traditional dichotomy of public and private kindergartens in the preschool education market has been transformed. Not only does it provide parents with a third option, but it also brings about changes for the "supply side" of preschool education. This study aims to explore the factors influencing the choice of non-profit sector in the service supply side of the early childhood education market and construct a framework that includes three dimensions: individual, organizational, and environmental factors through literature review. In terms of research methods, a case study approach and in-depth interviews were conducted to illustrate the dynamic changes in the three cases and the unique context and content in actual early childhood education settings.
The research findings indicate that factors from the individual, organizational, and environmental dimensions were mentioned throughout the process, with a particularly rich discussion on the organizational level. This suggests that the constructed framework and existing theories and literature can more or less align and serve as an explanation for the decision to choose non-profit kindergartens. Furthermore, the factors from different dimensions also have interactive and interconnected characteristics, rather than being solely determined by a single factor or dimension. Therefore, this study contributes by presenting a clear outline. It not only provides practitioners in early childhood education with the factors and key considerations to be taken into account when choosing non-profit operations but also offers an understanding of the anticipated difficulties and obstacles in operating non-profit kindergartens through the complete processes of the three cases. On the other hand, for policymakers, it provides an opportunity for reflection and emphasizes the focus of attention at the individual level on the supply side of preschool education, as well as the challenges present in the current preschool education market, serving as considerations and references for future decision-making.
