| dc.description.abstract | 在非營利部門中，隨著有限資源競爭日益劇烈，非營利管理成為相關研究中之重要議題。另方面，資訊科技之快速發展，其影響力實質上已深入多數人之個人生活，並對組織行為帶來改變。在企業管理與公共行政的領域中，企業與政府的電子化已是備受關注的研究主題，並被認為是未來相關組織需面對之趨勢，然而非營利組織如何應用資訊科技？本文以「資源基礎觀點」作為理論觀點，視資訊科技工具為可供組織應用的策略資源，並假定若組織欲成功的落實資訊科技應用，則應將其視為一策略性的資源工具，希望藉此以探索非營利組織脈絡下「資訊科技」與「策略管理」間之關係與現況。據此，本文之研究架構分為兩個部分：第一部份界定六項組織之重要資訊科技能力，並將之分別劃於「有形能力」、「無形能力」與「人力資源能力」三個分類中。第二部分，則界定兩點資訊科技之策略性應用活動。由於資源基礎觀點為來自於企業管理之概念，藉由相關文獻檢視策略性活動在企業管理與非營利管理中之異同，希望提出較切合於非營利組織特性之策略活動內容。而為求能取得豐富的實證分析資料，本文採取質性訪談進行個案的探討，並對於四個非營利組織進行半結構式的訪談，其中兩間以協助台灣非營利部門中其他成員之資訊科技能力建構作為其使命之一；另兩間則為在資訊科技應用上頗富有成果的組織。透過實證訪談之分析與既有文獻之應證，本文主要研究結論包括：首先，儘管對於非營利組織而言，預算設備等有形能力及人力資源能力確實為相當重要的基礎，但無形的能力對於非營利組織應用資訊科技成效實有關鍵的影響。其次，本文個案中確實發現資訊科技除了基本的應用外，一些被認為是新一波資訊科技應用的趨勢與潛力，包括藉由資訊科技工具進行更具互動性與社群性的活動，亦已可看見於個案組織中的落實，這些資訊科技工具應用對於組織落實策略性活動皆有助益。而基於研究發現，本文分別對於政府、企業與非營利部門，就非營利組織資訊科技能力培育議題提出建議。此外，在個案選取之代表性、研究面向之選擇、以及推論之普遍性等問題是為本文之研究限制，亦提供後續研究發展之建議。 | zh_TW |
| dc.description.abstract | This article tried to explore the circumstances of NPOs exploiting IT in Taiwan. With the theoretical perspective of resource-based view (RBV), the research structure of this study could be divided into two parts. First, the study defined six IT-related capacities as analytical elements, and classified them into three categories. Besides, since the RBV was originally for business management, after reviewing some literature of the differences between strategic goals between for-profit organizations and NPOs, the study defined two main NPOs’ strategic use of IT to ensure the research structure appropriate. Furthermore, in order to know more detailed and fruitful information about how nonprofit organizations in Taiwan using IT, this article interviewed four NPOs, two of them are with the mission about helping other members in nonprofit sector to build their IT competencies, and the other two obtain some achievement by implementing IT in their mission-related works. The article analyzed four interviews and find out that though budget and human resources were two critical IT capabilities for NPOs, the intangible capability (including the technology-enhancing administrative procedures and the attitude of the manager toward IT) were more influential in the NPOs. Moreover, the case study presented the potential and trends of IT utilization in NPOs. In addition to some basic uses of IT, the cases in this study has utilized IT in advanced ways such as interactive communication and community-building activities.
