| 摘要: | 2008年,個人助理服務由民間的障礙團體引進臺灣,開始推動試辦計畫。 2012年,政府正式開辦自立生活支持服務計畫,其中就包括個人助理服務。 本深度報導論文採訪多名臺灣身心障礙者和個人助理的故事,並爬梳臺灣個人助理服務的制度發展歷史,進一步探討身心障礙者與個人助理的互動關係。報導中也包括個人助理的工作樣貌,並針對個人助理服務現有問題,提出分析及建議。 本深度報導發現,身心障礙者和個人助理之間,存在多元的互動樣貌。個人助理不只依照會身心障礙者的指示提供協助內容,也會提供情緒支持以及陪 伴,甚至透過引導讓身心障礙者試錯、累積更多生活經驗。而自立生活經驗豐富的身心障礙者,除了能主導服務內容,也可以為新進的個人助理解惑。本報導除報導肢體障礙者需要個人助理服務外,也紀錄自閉症者和心理社會障礙者 使用個人助理服務的經驗。 個人助理服務為臺灣近年甫發展的身心障礙服務,尚有許多待改進之處。 從身心障礙者的角度來看,服務時數補助過少,導致使用受限;從個人助理的角度來看,勞動保障不足,難吸引人才投入;就體制面來看,建議從服務規劃 制定,到需求評估工具的調整,都應該納入更多障礙者的觀點。 Personal Assistant Services for disabled people in Taiwan started in 2008, and was managed at first by NGOs. Since 2012, Independent living support services for people with disabilities has become a formal social welfare service, Personal Assistant Services included. This in-depth reporting thesis portrays stories of people with disabilities and personal assistants in Taiwan, and goes through the Taiwanese history of Personal Assistant Services for people with disabilities. This reporting explores the development of the relationships between people with disabilities and personal assistants, and the practice of personal assistance. At the same time, it analyzes the situation and problem of this service, and provides some realistic advice. The reporting shows that not only do personal assistants provide assistance of what people with disabilities asking for, but also provide emotional support and companionship. Furthermore, personal assistants help people with disabilities to accumulate life experience though the conscious leading. Likewise, people with disabilities having rich experience in independent living can not only dominate the service, but also can help new personal assistants clear up confusion about providing assistance while working. This in-depth reporting also records the experience of using personal assistant services by people with autism and psychosocial disabilities. Being a new social welfare program, there is still room for improvement in regard to Personal Assistant Services. From the perspective of people with disabilities, the service hours with subsidy from government are not enough, causing the disabled to feel that this service is both inconvenient and restricted. From the perspective of personal assistants, the labor security is insufficient and this job is difficult to allure people with ability. When it comes to the system of this service, this reporting suggests that more disability perspectives toward the reorganization of service regulation and the adjustment for the Needs Assessment for Persons with Disabilities are important considerations. |
