dc.description.abstract台灣不乏具有良好社會創新方案的非營利組織,其中遊民福利領域於近十年陸續出現從事倡議及創新行動的小型非營利組織,然而,此類方案通常由於規模小且集中特定地區,致使方案影響力受限,故如何運用管理工具協助組織檢視方案規模化的可行性為本文著重之處。透過文獻檢索並比較分析不同可規模化評估工具,最終選擇運用干預措施規模化評估工具Intervention Scalability Assessment Tool (ISAT)。 本研究透過深度訪談和參與觀察法,針對人生百味的三項方案進行評估,並以ISAT涵蓋的十項可規模化特質,包含問題、干預措施、策略和政治環境、有效性的證據、方案成本和效益、保真度與適應性、觸及率和可接受性、輸送地點和人力、實施基礎設備以及可持續性,分別對三項方案進行逐點討論與分析。 最後研究發現,一雖然ISAT是一項新興工具,但本文證實ISAT工具在評估我國遊民社會福利創新方案上的有效性;二是透過不同方案利害關係人對於規模化的著重觀點,得出干預措施、觸及率和可接受性、策略和政治環境以及保真度與適應性此四項可規模化特質為關鍵;三是理論和實際的規模化特性(realized scalability)存有差異,人生百味其中一項方案非制度性和開放探索式的規模化發展模式,相比理論欠缺多方面的考量如政策背景,反之,理論則在部分指標上無法有效反映實際情形,故本文綜合實務和理論上的優劣勢,最終針對ISAT工具提出具體改善建議。zh_TW
