| dc.description.abstract | 本研究係以一般人民角度探討財政部網站所提供的公共債務資訊是否有符合財政資訊「即時」、「正確」及「容易理解」（即可讀性）的核心要件，並想了解公共債務資訊的透明是否能與課責產生連結。本研究係文獻分析法及半結構式訪談法來檢視，確認網頁資訊是否均依照法令規定公開、是否有根據既有文獻的建議進行調整，又民眾閱覽的過程中是否覺得資訊容易搜尋、是否夠完整、容易理解，並依據檢視及訪談結果，整理出現網站上有關公共債務資訊公開的問題。 研究發現，在「即時」的面向，資訊公告時點有依法公開，但細節可再改善；資訊可近性的部分，資訊搜尋仍有改善空間，如網頁之間無介接、資訊路徑過長、關鍵字搜尋及網頁機器人功能待加強等。其次，在「正確」的面向，將網頁與既有文獻比較後發現，在資訊完整性的部分仍有問題留存，且受訪者認為，有一些資訊是想了解而沒有看到的，或是雖然有提供，但不夠完整。再來是「可讀性」的面向，發現政府網站仍未按既有文獻的建議來改善，且受訪者遭遇最大的困難處是看不懂網頁上資訊，原因是這些資訊大多為數據且專有名詞太多，但卻沒有任何相關解釋。最後是與「課責」的關聯性，發現有一定比例的受訪者表示未來會繼續關心相關資訊，並可能會影響到投票結果，意即公共債務資訊的公開有機會能透過選舉的方式來達到課責的目的。 | zh_TW |
