| dc.description.abstract | "雖然家庭看護移工為台灣公共衛生體系提供了基本、必要的照護服務,但鮮少成為政策關注的對象。本論文結合「拼綴民族誌」(patchwork ethnography)與行動研究,探討何以台灣公衛體系未能處理家庭看護移工的健康平等議題。本研究資料收集包括2020至2021年間於台灣國際勞工協會(Taiwan International Workers’ Association, TIWA)所進行的500個小時以上的田野觀察、與十位關鍵報導人的深度討論。本研究發現當公共衛生以民族國家(nation-state)為架構來界定其人口,便會系統性地忽視處於邊緣的跨國遷移人群。 本研究第一章擴充原有健康社會決定因子模型,試圖納入家庭看護移工所經歷的「不可見化」(invisibilized)、「超可見化」(hypervisiblized)、與跨越國界的苦痛。第二章檢視台灣不同政策領域如何交疊,形成家庭看護移工尋求醫療照護時的阻礙,使其無法處理上述苦痛。第三章則指出台灣在此次新冠疫情中相對成功的防疫成績隱藏了某些代價,特別是強化看護移工已然面臨的健康不平等。在結論裡,我提出政策建議,期望台灣公共衛生體系開始正視看護移工所面對的健康不平等議題,視其為必要、且具技術性的勞動者。" | zh_TW |
