| dc.description.abstract | "非法採伐木材對於全球的環境、經濟、社會產生嚴重的衝擊，除造成毀林、棲地破壞與強化氣候變遷效應外，更會減少政府稅收，侵蝕合法林產業之利潤，以及促進組織犯罪、貪腐等社會問題。 全球對於打擊非法木材貿易之執行在各國佔有舉足輕重的地位，對於已經採取行動的國家、韓國以總統令直接下令執行、歐盟採取立法執行，來避免進口非法木材及製品，並提出相關配套措施促進合法木材製品的貿易。 臺灣除了《瀕臨絕種野生動植物國際貿易公約》（the Convention on International Trade in Endangered Species of Wild Fauna and Flora, 以下簡稱CITES）管制樹種以外，目前尚無相關木材或木製品合法來源管理相關法規，以短期優點來看，業者在林產品或加工品貿易的自由度相較於其他國家高；以長期貿易局勢來看，臺灣正面臨沒有相關管制機制，無法與其他國家互認、簽訂協議等基礎，恐面臨無法國際接軌，甚至未來國際間非法木材流向矛頭會指向沒有相關管制規定的國家。 為此，本論文研究方向為蒐集各國執法方式，研擬臺灣可執行方法，並透過深度訪談法蒐集指標性業者之意見回饋，提出執行上需要的配套措施，方能有全面的作法，進而創造環境、經濟、社會平衡的永續林業環境。 " | zh_TW |
