| dc.description.abstract | "肝病是台灣的國病，慢性C型肝炎是僅次於B型肝炎，為第二大引起肝癌之原因，因此，台灣在消除C肝的新戰役上勢必不能缺席。全台C型肝炎盛行率約是4%，目前估計仍約有55萬名慢性C肝患者，若能積極就醫治療，不但可以阻斷C肝病毒的傳染鏈，罹患肝硬化及肝癌的病患人數也會大幅降低，肝病對國人生命的威脅將明顯減少。為了能消除台灣C型肝炎並達成WHO在2030年根除病毒性肝炎全球目標，國家消除C肝辦公室提出期望在2025年消除C型肝炎。 雲林縣是偏鄉地區，地廣，相對貧窮，因此要消除C肝，必須要有系統性的策略性思維，發展出一套實際可執行的策略，才能達到2025年消除C肝的目標。本研究的目的，就是依據完整的策略規劃程序，利用內外部分析架構，提出可能的策略，在2025年前消除雲林縣的C型肝炎。 本研究依照TIES(Target, Internal Analysis, External Analysis, SWOT)模式來發展出雲林縣消除C型肝炎的策略。使用3個外部分析工具(STEP分析，五力分析，價值網)來分析機會與威脅，使用4個內部分析工具(VRIO，價值鏈，價值網絡，訊息鏈) 來分析優勢與劣勢。再經由SWOT分析，依照競爭優勢策略原則，選擇3個策略來聚焦。這3個策略分別是：策略一：雲林縣精準式C型肝炎篩檢。策略二：優化行政及資訊系統，有效執行國健署擴大B、C肝篩檢計畫。策略三：雲林縣特殊族群C型肝炎消除 經由實際執行這三個策略，我們找出了不少新的C型肝炎病人並加以治療，我們成功的在雲林監獄消除C型肝炎。對於我們所要達到的目標，2025年前消除雲林縣的C型肝炎，都有明顯的貢獻。執行這些策略，可以為T醫院Y分院帶來以下成果，(1) 替C型肝炎病人創造更高的價值，(2) 創造差異化競爭優勢，(3) 強化與政府及NGO的合作關係，(4) 深化在雲林縣醫院的領導地位，(5) 展現企業社會責任。 " | zh_TW |
