| dc.description.abstract | 推卸責任乃解釋國家外交政策的日益重要之概念,卻深受在理論及應用上不一致之困擾。本文旨在提出一個推卸責任的修正理論框架,奠基於對三個不同層次的區分──推卸責任作為意圖、作為行動,與作為結果。不同於其他策略,推卸責任的概念化應聚焦於其作為結果的層次,因其本質上是個涉及至少三方的策略,且其結果無法由單一國家獨力實現。修正理論框架亦挑戰傳統上認為雙極體系下不存在推卸責任的共識,認為在衝突為有限戰爭的前提下,區域強權得阻止超級強權的侵略。在慕尼黑危機的案例研究中,除了採行扈從的義大利外,其餘有關強權最終皆採行推卸責任策略,導致了慕尼黑協議的簽署。其最終結果乃是綏靖,無行為者提供制止侵略的公共財。在韓戰的案例中,當身處雙極世界並面臨美國的侵略時,儘管蘇聯拒絕介入,中國卻選擇承擔責任並軍事干預朝鮮半島。中蘇兩方政策的差異,起源於關聯行為者中限制戰爭規模的默契,以及韓戰結果對中蘇兩國的不同戰略價值。 | zh_TW |
