民間參與公共工程中廠商與政府之合作模式研究

Abstract

過去臺灣政府對於公共建設的要求，優先考量硬體上的興建，著重於工程技術，因此忽略了公共建設的原意是為滿足公眾的需求，導致許多大型的公共建設得不到民眾肯定。反倒有許多公有資產因藉由民間參與公共建設的過程，成為財團的私人財產，而因此招致民怨。 為有效提升公共建設的水平，促進民間參與公共建設之正當性，本研究檢視國內外案例、釐清影響案件成功與失敗的關鍵因子，以供未來執行民間參與公共建設專案時參考。接續再以賽局模型模擬民間參與公共建設的專案過程當中，政府與廠商互相以成本及訂價決策作為角力，在透過不斷的合作與競爭，求出最佳解以達成最後的平衡。

In the past few years, Taiwan government paid attention more on the construction building than on people’s real needs. Therefore, many public constructions cost much money but could not be recognized by people. Moreover, the scandles of Public-Private Partnerships which transferred lands to private from public own, made people feel angry and upset. For raising the level of public construction and adjusting the Public-Private Partnerships process, the study lists down critical success factors for PPP projects and re-analyzes the rang of affection. Furthermore, the study applies game theory to rebuild the decision making process by the government and investors, and tries to get the balance between government and private sectors in the end. With the research method as above, the study hopes to improve the quality of PPP projects and assist the government to make the right decisions.
