dc.description.abstract代理商是圖書館與出版社之間的橋樑,由於圖書館所採購之資料,種類繁多、數量龐大,所以透過代理商協助採購,可節省圖書館的人力及金錢。
本論文研究之目的有三:一、調查國內各國立大學圖書館採購作業之現況、遭遇的問題,及其選擇代理商時考慮的因素。二、調查代理商在國內各國立大學圖書館經營現況及其所遭遇的問題。三、根據前二項調查結果,針對圖書館與代理商目前作業的障礙,提出建議,進而謀求雙方合作關係之途徑與未來發展方向。本研究以問卷與訪問調查法?研究方法,分別對我國國立大學圖書館及西文圖書代理商進行調查。
根據研究結果,提出如下結論:
一、圖書館部分
(一)委託代理商採購,是目前國立大學圖書館採購西文圖書的主要途徑。(二)國立大學圖書館採購作業型態仍處於人工作業階段,目前尚未發展出或採用自動化採購系統。(三)國立大學圖書館使用國內外代理商之現況及問題:1.國內代理商在圖書供應速度、訂到率、折扣率、定期提供訂購報告、配合圖書館自動化作業等方面之表現,無法滿足圖書館的期望;2.國外代理商在代勞圖書館庶務工作、距離及聯繫方面、圖書供應速度、收取運費、訂到率與配合圖書館自動化作業等方面之表現,無法配合圖書館的需求。(四)國立大學圖書館普遍缺乏書面選擇代理商政策。(五)評鑑代理商的觀念,仍未在國立大學圖書館形成普遍共識。
二、代理商部分
(一)國內代理商的經營重點,係以國立大學圖書館?主要對象。(二)國內代理商不屬於專門代理商,而屬綜合性代理商。(三)國內代理商提供圖書館的服務項目,仍待加強。(四)國內代理商採購作業尚未自動化,但代理商已使用個人電腦與傳?機協助採購作業。
根據以上研究結果,茲分別對圖書館與代理商提出幾點建議:
一、圖書館部分
(一)早日實現採訪作業自動化。(二)訂定書面選擇代理商政策。(三)定期評鑑代理商採購績效。(四)圖書館應定期檢討本身作業流程。
二、代理商部分
(一)提高圖書供應速度、訂到率、折扣率、定期提供訂購報告等方面之採購績效。(二)加強與圖書館互動,並與國外代理商交流,分享經驗。(三)國內代理商發展本身自動化系統時,需注意與圖書館採訪自動化系統配合,並且加入書目資訊網路。
三、其他建議事項
(一)全國代理商名錄之編纂。(二)選擇與評鑑代理商指導手冊之編纂。
