dc.description.abstract圖書館在服務讀者方面不斷地努力,在過去有館際互借,現在有文獻傳遞服務,如今兩者同時並存,構成學術圖書館取得館藏以外文獻最佳的模式。
本研究以文獻分析法,針對現有文獻傳遞服務相關的文獻加以閱讀整理,除探討文獻傳遞服務的意義、類型、服務方式之外,也針對學術圖書館使用文獻傳遞服務使用評估以及圖書館聯盟作分析,並且研究北美館際互借與文獻傳遞計畫,最後再針對著作權對文獻傳遞服務的影響進行分析。
提供文獻服務的業者,有的是圖書館經營的付費資訊服務,以其豐富的館藏為後盾,提供別的圖書館所沒有的資料;有的是以營利為主、商業性質的文獻傳遞服務,聲稱可以及時地提供任何類型資料;有的則是政府或專業學會提供的服務,由於資料的同質性,如同一學科領域、同一資料類型,因此能提供專業領域的服務;有的則是以電子資料庫提供服務,授權圖書館讀者連線取得期刊全文;有的是期刊代理商或資料庫出版社兼提供文獻傳遞服務。
文獻傳遞服務傳遞的文獻形式多為單篇文章,如書中特定章節或者期刊卷期中特定文章。由圖書館代讀者提出訂購申請,通知文獻傳遞服務業者後,經過處理,再傳送文獻到圖書館或讀者手中。彼此間傳遞的途徑有郵件、快遞、傳真、網路等,拜科技進步之賜,傳遞的速度與品質大為提升。目前已有多項研究針對學術圖書館使用文獻傳遞服務作評估,同時也比較館際互借與文獻傳遞服務的異同。
由於文獻傳遞服務傳遞,是將現有的出版品加以複製與傳佈給讀者,因此整個過程屬於營利行為,涉及著作權法。過去館際互藉以「五篇限制建議」規範圖書館問影印的最大限度,超過則應訂購、尋求許可或付費使用。有的文獻傳遞服務由業者付費給著作權宣告中心,但是愈來愈多的文獻是以電子形式傳遞給讀者,在電子文獻傳遞這部分,現行著作權法並無明確法令可管,因此文獻傳遞服務業者僅能以有限的作法加以處理。圖書館在進行文獻傳遞服務時也要特別加以注意,避免誤觸法網。
本研究結論為:一文獻傳遞服務極受學術圖書館高度重視;二、文獻傳遞服務類型眾多;三、文獻傳遞服務多元而豐富;四、文獻傳遞服務使聯盟再度熱門;五、著作權法不合時宜,模糊不清;六、電子文獻傳遞不易管理。
本研究建議為:一、學術圖書館應將文獻傳遞服務與其他業務相整合;二、學術圖書館要妥善教育讀者使用文獻傳遞服務;三、學術圖書館要慎選文獻傳遞服務;四、學術圖書館聯盟應該要更為積極合作;五、學術圖書館應注意著作權。
