中共對台和平發展戰略的政經分析，2002-2016

Abstract

兩岸分治六十多年來，中共對台政策經歷了「武力解放」、「和平解放」、「和平統一」，到「和平發展」等重要階段。這些變化是漸進的，也影響中共對台政策的發展，但中國大陸對於「一個中國」以及不放棄使用武力統一台灣，卻是始終未變的基本原則。然而，從鄧小平改革開放以來，中共對台政策制定了「和平統一、一國兩制」的基本方針，開啟了中共近四十年來對台政策之一貫戰略目標。而從「胡溫體制」所提出的和平發展戰略，除在國際上受到高度矚目與討論外，於兩岸關係上也獲致前所未有的重大發展；特別是，從2012年接班的中共第五代集體領導「習李體制」，強調堅持和平發展，不僅在世界舞台上贏得更多威望和話語權，其對台政策提出「兩岸一家親、共圓中國夢」的溫情訴求，並加深與台灣各階層之交流，從本文研究中可以發現，中共對台和平發展戰略，對中國大陸國家發展以及兩岸關係均將產生決定性的重大影響。

Over the past 60 years since the separation of the two sides of the Taiwan Straits, the CPC's policy toward Taiwan has gone through such important stages as 'armed liberation', 'peaceful liberation', 'peaceful reunification' and 'peaceful development'. These changes are gradual and affect the CPC's policy towards Taiwan, but the mainland China has never changed the principle of 'one China' and 'not giving up the use of force to unify Taiwan'. However, since Deng Xiaoping's reform and opening up, the CPC's policy on Taiwan has formulated the basic principle of 'peaceful reunification and one country, two systems' and opened a consistent strategic goal of the CPC's policy towards Taiwan in the past 40 years. The peaceful development strategy proposed by 'Hu-Wen system' has received high attention and discussion in the international community, and has made unprecedented significant development in cross-strait relations. In particular, from 2012 of the fifth generation of collective leadership succession 'Xi-Li system' , that adhere to peaceful development, not only in the world to win more prestige but the advantages of speaking. In addition, the leaders of the CPC have also expressed warm appeal for ' a family of harmonious coexistence & Chinese dream ' and deepen exchanges with people from all walks of life in Taiwan. From this study we can find that the CPC's peaceful development strategy for Taiwan will have a decisive and important influence to mainland China's national development as well as both banks relations.
