dc.description.abstract為協助台灣提升國家經濟且有效延攬全球人才,本研究以勞動市場、社會環境及攬才政策為架構,分析各面向如何影響外籍白領人才來台的工作與生活選擇。此外,本研究蒐集歐美與日韓國家的攬才策略,並與台灣現有的策略進行比較。由於在台外籍白領人才中多從事教育產業,本研究將以公立學校、私立學校及補習班的外籍教師做為個案討論的群體,了解他們對於台灣整體工作與生活環境的主觀看法,並加入政策參與者的政策意見,藉以提供台灣在製定延攬外籍人才上更全面且有效的策略建議。zh_TW
dc.description.abstractAs Taiwan increasingly integrates into the global community, analyzing strategies for recruiting and retaining global talent is important for the country’s economic development. This study creates a framework to examine three aspects: labor market, social environment and policy strategies and analyzes how these aspects affect the choice of foreign professionals in relocating to Taiwan. In addition, the study compares Taiwan with other countries’ experiences of attracting foreign professionals. As the majority of foreign professionals in Taiwan work in the education sector, the study will specifically look at foreign teachers’ working and living conditions in three types of schools: public schools, private schools and buxibans (cram schools), respectively. The research uses a narrative approach to present subjective perspectives and objectives claims from foreign teachers and policy participants. By doing so, this research will identify the challenges that lie ahead for Taiwan in competing for global talents and provide suggestions on an effective talent recruitment strategy.en
