青少年難走的戒毒路

Abstract

近年來，青少年毒品氾濫問題受到社會關注，中央、地方政府也投入大量資源試圖解決相關問題，並針對《少年事事處理法》、《毒品危害防制條例》提出多項修法建議。在法律之外，台灣的社政機關、非政府組織等，透過社會工作思惟，協助青少年戒癮，也已深耕多年。本深度報導論文以「協助吸毒少年戒癮、重回社會」為核心，釐清相關單位相關的輔導、戒毒措施及相關成效，並探討社會工作對於青少年戒癮的核心價值。本深度報導論文亦透過社工及吸毒少年現身說法，探詢讓青少年離不開毒品的「心癮」根源。

It is a big issue about teenagers’ drug use in recent years. The government have invested a lot of resources to solve the problems, and proposed a number of amendments on Juvenile Delinquency Act and Narcotics Hazard Prevention Act. Besides the law making, according the ideas of social work, the welfare groups and NGOs have cultivated for years in helping teenagers quit drug use in Taiwan. The core of this in-depth reporting tries to tell how these social workers help teenagers quit drug use and return to society. This reporting also put efforts to clarify the counselling and drug-quitting measures of relevant organizations and their effectiveness. Through the reflection of social work experience, this reporting also inquiries the roots of “mental dependence on drugs” which let teenagers wouldn’t keep away from drug by interviewing social workers and drug-use teenagers.
