| dc.description.abstract | 本文欲研究政府於1990-2010期間實施之「促進產業升級條例」政策效果,「促進產業升級條例」為提升重點發展產業之企業研發創新能力,使國內產業成功轉型,提供特定企業租稅減免與政府資金投資與融資。本文藉由觀察2010政策終止後,是否因補助消失,而影響受惠公司的創新能力與研發投入的程度,以分析政策是否成功建立企業的獨立自主能力。
根據實證結果顯示,受惠企業於政策退場後前期的研發表現,維持與補助期間相同的水準,然而隨著退場後期間愈長,企業的研發表現逐漸退步。顯示甫退場的前期,企業仍能仰賴補助期間所投入的研發費用,以成本較低的方式維持研發活動,然而當政策退場後期間愈長,企業因為以往較仰賴政府提供之優惠進行研發活動,一旦企業投入之研發費用不再享有優惠,整體研發成本上升,企業研發表現即產生退步,表示政策短期有效提升企業研發創新能力,然而其長期效果仍須觀察。 | zh_TW |
| dc.description.abstract | This paper proposes to discuss the effect of Taiwan government policy “Statute of Upgrading Industry” on firm innovation ability improvement. During 1990-2010, government enforced “Statute of Upgrading Industry” to upgrade competitiveness of domestic industry, it aimed to lower the cost and threshold for firms’ Research & Development (abbreviation R&D will be used below) project by providing tax subsidy for R&D related expenditures, and also through government fund direct investment or financing for firm R&D activity in emphasized industries.
We analyze the effect of this policy by observing the difference of firm’s innovation performance before and after policy suspended. Our result display that firms who received subsidies can maintain same level of innovation performance shortly after policy was suspended. Nonetheless, in the long term their performance and innovation efficiency underperform those during policy executing period, implying that policy might merely be helpful in the short term. However, due to the limitation of data period, the long-term effect might need further research. | en |
