dc.description.abstract本研究之目的在於衡量並分析政府支持的學界研發計畫,亦即台灣經濟部學界科專計畫之成效。在本研究中,運用了資料包絡分析法以及Heckman二階段估計法進行159個研發計畫之研發效率,以及研發成效之分析。研究結果分別從研發領域、大學研究中心、大學型態,以及計畫型態進行研發效率之比較。此外,研究結果亦指出研發團隊傾向於申請探索性的研究計畫以取得較高的研發成效。研究結果亦發現各研究團隊會傾向以自身的知識資本以及智慧資本為基礎,在研究計畫申請進行時進行理性選擇,此行為使得研究團隊的成效能夠最佳化。研究結果支持原先的假設預期,本文最後並進行管理意涵以及政策意涵之討論。zh_TW
dc.description.abstractThis study aims to measure and analyze the relative performance of government sponsored academic R&D programs, i.e. the Academic Technology Development Program (ATDP) initiated by the Ministry of Economic Affairs (MOEA) in Taiwan. In this study, the data envelopment analysis (DEA) method and Heckman two-step procedure method are adopted to analyze the R&D efficiency and R&D performance of 159 projects respectively. The results compared productivity difference in R&D fields, university research center, university type, and project type in terms of pure technical efficiency, scale efficiency, and technical efficiency respectively. In addition, the findings indicate that research groups are more likely to choose to apply for explorative R&D projects in order to achieve a higher level of R&D performance. The analysis also shows that R&D performance is generally improved when research groups make rational choices based on their knowledge stocks and intellectual capital conditions to optimize their R&D performance. The findings support our prediction and managerial and policy implications are discussed.en
