政府資助表演藝術團隊之研究－以文化部「演藝團隊年度獎助專案」為例

Abstract

政府應否資助演藝團隊？贊成與反對各有其論述支持者。本研究主要目的為探討政府資助演藝團隊之正當性、「演藝團隊年度獎助專案」之沿革與資源配置、以及年度獎助專案對藝文生態環境發展之影響。內文採次級資料分析法和半結構式深度訪談方式，討論政府與演藝團隊之關係、演藝團隊之角色與功能，並說明政府資助演藝團隊之正當性。本研究以文化部「演藝團隊年度獎助專案」為例，爬梳「演藝團隊年度獎助專案」實施28年來的制度沿革脈絡，與音樂、舞蹈、傳統戲曲和現代戲劇各領域之資源配置。隨後進一步分析「演藝團隊年度獎助專案」的獲補助團隊對藝文生態環境發展之影響。 本研究彙整出以下六點研究發現與建議：首先、政府資助演藝團隊有其正當性、必要性和重要性；第二、年度獎助專案之補助核心目標應予以釐清並清楚傳達；第三、年度獎助專案之資源配置，需考量各類別團隊特質、屬性差異和長期營運規劃，適性給予資助；第四、演藝團隊之M型化發展和創作同質性現象不明顯，政府應持續鼓勵各類型演藝團隊發揮其創意與獨特性；第五、為落實「臂距原則」，補助業務自2018年起移轉至國藝會，業務執行單位的轉換對獲補助團隊和獲補助經費等影響不深；第六、年度獎助專案的獲補助團隊引領著全國藝文生態環境發展。植基於上述，本研究提出未來後續研究和藝文補助政策之相關建議。

Should the government subsidize performing arts groups? Although arts had been sponsored by governments throughout the history, still this is a question worthy of debate. In this thesis, the author uses secondary analysis and semi-structured interview to conducts a case study on “Taiwan Top Annual Grant Program for Performing Arts Groups,” a government-funded program that has been in place for 28 years. Through this case study, the author aims to explore the relationship between government and performing arts groups, the roles and responsibilities of performing arts groups, and the justification for public funding of arts. While in favor of government support of performing arts groups, the author advocates for more clearly defined objectives of public-funded programs and more balanced allocation of resources, so that government funding, as impactful as it is, can help create favorable conditions for diverse forms of performing arts to develop and grow.
