| dc.description.abstract | 因應世界各國推動電子化政府之風潮，為提供政府外間之公民與企業、及政府內部之雇員更彈性、高效能、且以顧客為中心之服務，我國也已進入第四階段之電子化政府實施計劃，在計劃中更將提升政府內部管理效能列為實施重點之一。
資訊之交互運作(information interoperability, 或資訊共享 information sharing)一直以來是各國政府為促進機關間之交互運作(interoperability)與合作的重要議題，然而在現今對資訊交互運作之個案探討，大多著重於因業務流程之互動所需之資訊共享案例探討，對於一些較獨立之業務的資訊交互運作需求則較少著墨。 為完善公部門資訊交互運作之研究，本研究選擇國庫署之庫務管理業務作為個案探討，因其業務之獨立性，造成目前我國之庫務管理業務與其他財政機關、稽徵機關無任何資訊與流程之交互運作，造成匱乏各式稅收資訊而不利庫務業務之執行。 在進入電子化政府的時代，我國之現金管理運作方式仍未跟上政府ｅ化之腳步，財政資訊中心扮演我國財政資訊長之重要角色，在整合分散在財政部各機關之資訊資源時，與國庫署之間的資訊交互運作性之連結，是尤需深入探討的一塊。 因此本研究欲透過庫務管理資訊之交互探討，並結合價值網路之分析，藉此突顯獨立業務在跨機關資訊交互運作之價值與意涵，以完善跨政府機關資訊交互運作之研究。 | zh_TW |
| dc.description.abstract | With worldwide trend of E-Government Development and Implementation, Taiwan has engaged in 4th stage of E-Government initiative to provide citizens, businesses, and employees more flexible, high-efficiency, and customer-centric services. Moreover, improving managing efficiency has been regarded as a key point in the project.
Information interoperability or information sharing is a very important issue for governments to improve the interoperability between different agencies. However, past researches mainly focused on information sharing cases which resulted largely from the work operations of inter-agency. Therefore, the requests of information sharing for those independent operations are rarely discussed. This study focuses on the information interoperation between National Treasury Administration and other financial agency. Because the treasury management operations are not involve with other financial agencies. National Treasury Administration lacks every kind of tax income information to improve the efficiency of treasury management. On the other hand, Fiscal Information Agency, as a CIO in the financial ministry, should implement the information interoperation of treasury operation when integrating the information resources from every financial agency to assist the treasury operations. Thus, this study discusses the interoperation of treasury management operation by value network to reveal the value and importance of independent interoperations between agencies to perfect E-government researches. In addition, it also gives several suggestions to Fiscal Information Agency to better integrating the financial information resources to improve the efficiency of financial operations in Taiwan. | en |
