我國糧食安全政策之檢討與分析

Abstract

2006年至2008年間國際糧食價格巨幅上漲，引發世界各國正視糧食安全相關問題。我國為糧食淨進口國，國際糧食價格上漲增加我國糧食進口成本，擴大我國農產貿易逆差。確保糧食安全為我國農業政策目標之一，為因應未來世界糧食價格處高價位，以及糧價波動幅度可能加大之情況下，我國有必要繼續檢討與強化我國的糧食安全體系，提升我國針對各種糧食安全風險的應變能力，提升糧食安全水準。本研究目的為檢討與分析我國糧食安全政策，以作為建構與強化我國糧食安全體系之參考。 本研究以糧食安全體系為分析重點，包括相關法規與制度之探討。在制度改革方面，全國糧食安全會議之結論與管考扮演十分重要角色。相關部會依據全國糧食安全會議結論，研擬與推動強化我國糧食安全體系之相關政策與措施。本研究主要重點包括建立與分析完整的糧食安全體系，以作為檢討與改進我國糧食安全體系之基礎；檢討與分析全國糧食安全會議結論之執行情況，以分析到目前為止我國糧食安全體系之改革績效；以及分析我國糧食安全政策與體系，包括糧食安全政策之調整與演變，以及糧食安全四個面向下我國糧食安全相關政策與法規之檢討分析。

From 2006 to 2008, international food prices have increased significantly. This has raised world attention on food security issues. Taiwan is a food net import country, the significant increase of international food prices has significantly increased the food import costs, and the amount of agricultural trade deficit. To safeguard the food security is one of the important agricultural policies in Taiwan. In the world of high food prices and the increase of food price uncertainties, it is important for Taiwan to examine and strengthen its food security system, increase the ability to respond to various kinds of food uncertainties and risks, and increase the food security level. The objective of this study is to examine and analyze the food security system in Taiwan which can be used as a reference for the reconstruction and strengthening of the food security system in Taiwan. Food security system is the focus of the analysis, which includes the related regulations and institutions. In terms of institutional reform, national food security conference has played an important role. The related ministries have designed and promoted various policy measures based on the conclusions of the conference. The main focus of this study includes the construction and analysis of the complete food security system, which can be used as a basis for the examination and improvement of the food security system in Taiwan; the examination and analysis of the national food security conference, including conclusions and implementations; and the analysis of the food security policy and system in Taiwan, including related policy and regulation adjustments.
