如何落實教育部大專校院「校園職業安全衛生管理系統」之推行

Abstract

為了減輕及降低因為職業所造成的意外災害事件，英國標準協會(BSI)於1996年公布了第一套與安全衛生管理有關的國家標準，後國際標準組織(International Standard Organization(ISO)也以「提供安全與健康的工作場所、降低因工作導致的傷害與疾病」為目標，公告與職業安全衛生管理有關的國際標準。 在臺灣，勞動部（原行政院勞工委員會）於1994年公布「臺灣職業安全衛生管理系統 (TOSHMS)」作為職業場所安全衛生的管理標準，並根據勞工安全衛生法第五條第一項第十四款進一步指定大專校院以上之實驗室適用於「勞工安全衛生法」，正式將校園安全納入管理範圍。由於「勞工安全衛生法」並非強制性要求，有別於企業為了提升競爭力、形象或企業責任等因素導入管理系統，教學單位因為組織、管理、人員(特別是學生)流動等差異造成管理及執行層面的困難。 本研究旨探討職場與校園在組織架構與管理模式甚有差異的條件下，教育部如何審視校園的組織架構及特性以輔導校園建立管理系統並落實於日常。「校園職業安全衛生管理系統」管理條文內容與所引用之「勞工安全衛生法」規範之差異、與國際公告安全規範相似或差異之處。在教學單位方面，將透過Google問卷進行調查及資料蒐集，分析校園中的學員生對於一般實驗室安全衛生規定的認知，延伸至教育部所推動的職業安全衛生管理系統熟悉程度。最後擬根據研究結果提供參考方案，希望能對系統的推動有所助益，同時提升校園主動投入自主管理系統之意願，以達到雙贏的目標。

In order to avoid and reduce accidents which caused by occupation, the British Standards Institute (BSI) announced the first set of national standards related for safety and health management in 1996. Later, the International Standard Organization (ISO) also for the purpose ' to provide a safety and healthy workplace, to reduce the injuries and diseases events' announced the specification about Occupational Health and Safety Management. In Taiwan, the Ministry of Labor in 1994 announced the “Taiwan Occupational Safety and Health Management System (TOSHMS) ' as the management standard for occupational safety and health. And according to the Article 5, Paragraph 1 and Article 14 of the Work Safety and Health Law, the laboratories above college were applies with to TOSHMS regulation formally incorporate campus safety into the scope of manage-ment. The incentives for implementing a safety and health management system between enterprises and schools are different, a corporate can approach the benefits by accredita-tion, but the campus is for their responsibility. because factors of organization structure and management mode etc. the school will face to more issues needs to solve and im-plement especially about movement of personnel when set up system. The purpose of this study is discussed how Ministry of Education should depending on the organizational structure and characteristics of campus to guide and assistance for establish the management system on campus. How similar or difference between the 'Campus occupational Safety and Health Management System' with 'TOSHMS' and International Standard (ISO). In campus a survey and data collection will be conducted through a Google questionnaire survey to analyze the students is or not understand the general laboratory safety regulations, At same time to understand how much do they know about 'the campus occupational safety and health management system' promoted by Ministry of Education. Finally, based on the results of the research, provide suggestions to the Ministry of Education and campus management hope to helps understand the real situation inside within campus, which can treat according to the right conditions and make the system smoothly implemented.
