| dc.description.abstract | 今日的IT無可置疑的是任何一家全球企業的核心競爭力;是故跨國企業在全球的IT資源配置,不只是一項單純的成本考量,而是支援其全球業務擴展的重大決策。如何兼顧技術及人力的不足、與區域發展及文化的差異,去擬定IT資源配置的策略與計畫,來滿足業務發展的迫切需求,所進行的各種作業變更與服務需求,一向是IT管理人員的重要課題。CMMI Level 2也要求企業建立基本的管理與分析的程序,具備對每一IT工作的成本、時程、品質和職務權責能力等成本驅動因子,加以追蹤、查詢的能力。
本文認為根據ITIL的方法論,作者服務公司現有的服務支援與服務執行、與應用程式管理平台,自2002年累積下來的IT服務記錄為資料背景,分析全球企業不同區域的IT團隊,在執行不同區域與類別的服務需求,所產生的效用差異,來探討跨國企業在全球的IT資源配置的較佳模式,同時作為個案公司IT服務管理與施行的基礎、與IT業務展望的依據。此外,SSME對國家服務產業人力資源的研究,加上個案公司現有的IT人力狀況下,由IT人員過往的產出分析比較,可以見微知著地了解各國的IT人力資源概況,做為選擇IT人力配置的參考,以規劃可能的配置方案。再綜合上述成本驅動因子,運用多準則決策的理論,求得一有最大期望利益的IT資源配置方案。 經由這個IT資源配置的決策模式,可以顯示出這個區域內的資源配置的現狀與主要的影響因素,進而探討個案公司,是否可以經由改善區域內影響各個成本驅動因子的效能與效率的關鍵因素,重新思考現有資源配置的效率盲點,與減損區域協同作業能力的滯礙難處,藉由重新設定相關成本驅動因子的數據值,並運用這個IT資源配置的決策模式,模擬出所有可能的較佳IT資源配置方案,以及每一個可能IT資源配置方案的期望利益。讓個案公司IT區域中心得以配合區域的人力資源特色與業務特性等等的區域差異(優勢),來發展區域IT中心更全方位的能力,以提升區域IT中心的績效。 | zh_TW |
| dc.description.abstract | IT with no doubt is the core competition of every today’s global enterprises. Therefore, their global IT resource allocation is not only upon cost consideration, but also a strategic decision to support their global business growth. It is always a serious topic for IT managers on how to plan IT resources under various regional conditions to fulfill diversified business requirement in the regions.
By analyzing the accumulated service request tickets from the ITIL platform which Author’s company had established since 2002, the cost drivers which influence resource allocation decision can be evaluated with appropriate index value into 5 criterias, i.e. Capability, Quality, Timeliness, Scalability and Cost. Considering other research of SSME, possible alternatives of resource allocation can be made according the maturity of IT resources in each region. The optimized regional IT resources allocation model can be derived thru Multi-Criteria Decision mothodology. The model can help the company re-examine the key factors which impact the efficiency and effectiveness of delivered IT services, and explore a better decision model of IT resource allocation by simulation with the same methodology.
