| dc.description.abstract | 在政府的電信資訊發展政策下,2003年訂定經費370億新台幣的行動台灣應用推動計畫(M-TAIWAN),然後為了此計劃必須發展的科技需求,行政院的國家型計劃辦公室再委託國家科學委員會制訂「電信國家型計劃第二期(2004年)」來發展其所需的關鍵科技「寬頻無線網路」(WLAN, Wireless Local Area Network;WLAN),投入經費新台幣133億,然後其中有66億投入在WiMAX這項新型通訊技術的開發(加上業界投資則為260億元)。選擇WiMAX作為核心技術是由於當時全球的寬頻無線網路技術尚未完全成熟,政府希望以新規格來領先全球市場。
但M-Taiwan到WiMAX這樣龐大的國家科技政策與計劃,其實缺乏了電磁波健康風險評估專家進行研究,到目前為止電磁波健康影響風險,國際上的科學研究是處在風險未確定和研究尚未充分的狀況,從認為幾乎無風險顧慮到認為有高風險疑慮應該立即停止使用的科學建議都存在。隨著更多研究的進展,2011年行動通訊涵蓋的電磁波範圍被提升風險到WHO/IARC可能致癌物從過去的Group 3提升到Group 2B(過去只有高壓電纜的電磁波被列2B等級),但我國政府在投入400多億新台幣將臺灣整個建設為遍布無線通訊電磁波的島嶼,有關單位從未正確平衡將國際研究平衡的報導,沒有讓全民有完整的資訊可以去選擇要居住在怎樣環境、選擇通訊上要多便利與多健康,有關單位只採取國際上偏向安全的風險評估,單向的教育民眾只有便利增加毫無健康疑慮,也造成2007年民眾對WiMAX的抗爭。 我國單向專家政治的科技治理體制因為缺乏多元專家與開放民眾參與,缺乏預警原則與後常態科學的概念,容易造成上述漠視科學爭議與風險治理的決策,並且2010年實際上國際上已經跟隨INTEL退出WiMAX開發,轉為LTE技術的發展。這使我國無法達成原先規劃的獨佔規格目標,經濟效益亦無法如期發揮。面對全球化風險社會的臺灣不能再用過去專家政治的模式來制訂科技政策,在多元、複雜充滿科學未充分、科學爭議的新興科技種種議題下,本文要透過分析WiMAX所涉及的健康風險以及電信國家型計劃制訂的過程,來探討我國科技治理的問題與未來的可能發展。 | zh_TW |
| dc.description.abstract | Inspired by both science and social science, discussed governance risk associated with WiMAX(Worldwide Interoperability for Microwave Access)wireless system.WiMAX is a brand new mobile communication technology whose impact on health and environment has never been fully researched and evaluated bythe Taiwaneseacademia and regulatorydepartment, such as EPA.Thethesis starts from anelaborativescientific review andanalyzes the epidemiological literature to investigateits influence using precautionary principles, risk perceptions, and risk governances on technological policy in Taiwan thatused insufficient scientific evidence prior to implementation.The analysis of governance types, models, and factors that shaped these policies was completed as a part of my thesis.
In terms of a newly industrialized country,Taiwan is confronted with issues of modernity like Western Europe and North America. However, it is also deeply affected by local and uniquefactors that dialectically interact through globalization with local cultures. Furthermore, by competing with other industrialized countries, the Taiwanese government has enhanced its autonomy at the expense of democratic values. On one hand, efficiency of economic construction is improved and, on the other hand, the structure of technical bureaucracy and the authority of regimes will impede its communication through civil society . Hence, the development foundation of deliberative democracy and participatory democracy in Taiwan is eroded and ignored. | en |
