地方政府改制前後老人福利政策執行變遷之研究－ 以新店地區為例

Abstract

為實現地方治理的轉變，臺灣於2010年12月25日將臺北縣、臺中縣市、臺南縣市與高雄縣市單獨或合併升格為直轄市，與臺北市形成「五都」。這是臺灣地方自治史上的一項最大變革，將對臺灣未來的發展產生重大的影響。改制後區公所的預算數與人事員額調整，以及直轄市與區公所的分權問題，值得重視。五都改制後，鄉（鎮、市）廢除地方自治團體公法人地位，為市政府之派出機關。此次的地方自治變革是否會對地方政府的老人福利政策造成影響為吾人欲探討之動機。 經由本研究文獻探討與受訪者的意見可以發現，五都升格後，不僅面對行政程序的調整、組織體制的改造的問題，更面臨財政規劃、區域整併、區公所權力，以及社會福利政策發展等問題。由此可見，後五都的發展中央政府與地方政府皆面臨諸多的挑戰。關於地方政府面對地方自治變革，老人福利政策執行的變遷，本研究歸納結論有五項：（一）新北市政府應重視與區公所的府際關係；（二）可適當賦予區公所自主權發展福利政策；（三）整體規劃讓長者活出尊嚴的長期照顧政策；（四）在地老化的社區照顧彌補老人福利之不足；（五）建立以受惠者導向的多元化老人福利措施。

Taiwan local government restructuring of December, 2010 drastically changed structure/process of policy making and implementation. This study explores how the local government restructuring affect the elderly welfare policy implementation of a New Taipei City district. The research’s findings, based on aged society and policy implementation theories, include the following: (1)The New Taipei Government should pay more attention to the intergovernmental relationship with the district office; (2)New Taipei District office should have more autonomy to the development of welfare policy; (3)Overall planning of the elderly life should emphasize the dignity of the elderly in planning of the long-term care policy; (4)Community care is vital in supplementing the public welfare policy for the elderly; (5)Customer oriented diversification of the welfare measures for the elderly is the key to reform.
