摘要: 由於地球暖化與石油價格飆漲使得世界各國開始重視能源問題,歐美各國紛紛將再生能源的開發列為重要的政策;台灣為一海島地形,每年約有半年以上的東北季風期,且沿海、高山及離島地區的年平均風速每秒超過4公尺,有相當豐富的風能,預估台灣周圍可以開發的風能約為3000MW。
為了配合國家再生能源政策,台灣電力公司計畫將於彰濱工業區外海設置離岸風場,預計將設置148部 3.6MW風力機;針對此一研究計畫,本論文以PSS/E(Power System Simulator for Engineering)電力系統模擬軟體建立離岸風場之模擬平台,主要包含離岸風場、海底電纜、岸上變電站、陸上電纜與台灣電力系統,其中離岸風場之風機模型為GE公司所認證之GE 3.6 MW風力機,利用此模擬平台進行離岸風場對台灣電力系統的四種狀況分析,包括暫態穩定度、風速變化、系統解聯及電壓穩定度的研究,經由模擬結果,分析彰濱離岸風場對台灣電力系統的影響。
Due to global warming and soaring petroleum prices, countries around the world have begun to pay more attention to and take more seriously, the current energy crisis situation. Not only has America, but many other countries in Europe as well, added the development of renewable energy to the list of national policies. Being an island, Taiwan has a northeast monsoon period that lasts about half a year. The fact that the average annual wind speed along the coast, mountains, and outlying areas is over 4 meters per second, allows for the abundance of usable wind energy, readily available around Taiwan—roughly 3000MW .
In order to meet the national renewable energy policy, the Taiwan Power Company plans to set up an offshore wind farm off the coast of Changhua Coastal Industrial Park, in which a 148 3.6MW wind turbine will be built. Based on the program, this thesis, with the use of PSS / E (Power System Simulator for Engineering), has established an offshore wind farm simulation platform, which includes an offshore wind farm, submarine cables, an onshore substation, onshore cables and a Taiwan power system. The GE 3.6 MW wind turbine, certified by the GE company, was used as the wind turbine model to perform the simulation—analysis based on four situations: the influence of offshore wind farms on the power system of Taiwan, including transient stability, wind speed changes, system solutions in conjunction and voltage stability studies. Further analysis about the impact Chang Bin offshore wind farm has on the Taiwan Power System can be generated through a simulator and interpreted via the simulation results.
