陳水扁執政與台灣民主化的發展──民主鞏固理論的分析

Abstract

台灣第一位政黨輪替的總統陳水扁，因涉嫌貪瀆成為首位被銬上手銬的前總統。 杭廷頓（Samuel P.Huntington）提出，政黨輪替是民主鞏固的重要經驗性指標，台灣完成了政黨輪替，但輪替總統陳水扁卻因貪腐被囚。台灣的民主怎麼了？台灣民主一路走來有什麼問題？陳水扁執政對台灣民主究竟造成什麼影響？台灣民主又要如何走下去？ 歷史的因果脈絡，不會毫無緣由地從某個點展開，不同層次的行為者、組織、 制度，彼此相嵌、互相形構，且存在著歷史結構性的動態辨證。本研究以民主為上位概念、民主鞏固為指標、民主治理為手段，探究民主、台灣民主體質、關鍵執政的陳水扁，彼此鑲嵌、形構的理路，並以此追究陳水扁執政對台灣民主造成的影響，試圖對台灣民主未來的發展提出建言。

Taiwan’s first political power turnover President Chen Shui-bian became the first handcuffed former President due to suspected fraud. As Samuel P. Huntington points out, political power turnover is an important empirical index towards democratic consolidation, while Taiwan completed the political power turnover, but the turnover President Chen Shui-bian is being detained due to corruption.

What happened to Taiwan’s democracy? What has been the problem on the road to Taiwan’s democracy? What exactly has Chen Shui-bian’s presidency brought to affect Taiwan’s democracy? How would Taiwan’s democracy continue to go on? Historical trails of cause and effect do not occur out of some point at no reason. When actors, organizations, and systems of all levels wedged to each other to shape and form, it should contain evidences for dynamic dialectic of historical structure. This research is based on democracy as main concept, using democratic consolidation as index, and by means of democratic governance, to investigate the democracy, the physical conditions of Taiwan’s democracy, and the Chen Shui-bian during his presidency to wedge the shape and form to trace back to what exactly Chen Shui-bian’s presidency has brought to affect Taiwan’s democracy, and to suggest for future development of Taiwan’s democracy.
