| dc.description.abstract | 十九世紀工業革命橫掃歐美，生活方式以及經濟結構的巨變，在社會上發酵成為一股新的思潮－「民族主義」，民族主義式強調「我族認同」、「己他之分」的政治理念，直到今日，依然深刻地影響當代政治。「分離權利」則是從民族主義衍生出的概念，其理論架構雖然尚未發展完全，但來自世界各地，要求分離的聲浪卻從未停歇，特別是在少數民族社群內部。他們宣稱生來就和中央統治者屬於相異民族，上位者不公平的歧視、壓迫讓他們渴望從現有統治權威下脫離出去，分離獨立是回歸社會正義的唯一方式。
西班牙北部的巴斯克地區（País Vasco），正居住著這樣一群對現狀不滿的人士，他們特有的民族認同在十九世紀中葉特權法（Fueros）被廢黜後，進入正式塑型階段，尤其是一九三零年代內戰（Guerra Civil Española）過後佛朗哥將軍的「全國西班牙化」高壓統治，更激化了巴斯克在地民眾與馬德里中央的緊張關係，巴斯克恐怖武裝分離組織「艾塔」（ETA）應運而生，不但成為西班牙政府最頭痛的問題，艾塔跨國界犯案的囂張行徑，更是歐洲區域安全一枚不可忽視的不定時炸彈。 本論文先自民族主義與分離主義的淵源談起，然後引用民族據以分離正當化的兩大標準－先天原初特質差異、以及後天政經資源差異，套入巴斯克分離運動的實例，逐項驗證之，除了論斷所謂的「巴斯克民族」分離是否正當之外，也進一步評估巴斯克地區、巴斯克民族認同未來可能的發展模式。全文主要研究架構「西班牙國族整合途徑與效用關係圖」改良自高朗博士的「國族整合路徑」，以期適合運用於巴斯克分離運動的研究上，最後得出唯透過適切的和平制度整合，分離意識的消弭才得治本之效，西班牙國族認同也得鞏固。 | zh_TW |
