| dc.description.abstract | 臺灣於1990年代後加速推動經貿自由化及國際化政策，使得產業結構快速變遷，在經濟快速轉型的同時，各產業成長速度不一，生產力差距大，要素資源乃由低生產力的產業轉移至高生產力的產業，尤其是台灣農業為小農經營型態，農場規模較小，隨著市場逐漸開放及加入世界貿易組織後，市場需逐漸開放，農產品進口增加，對於本國初級農產品需求減少，最終需求結構變動對個別產出產生影響，使得與民生最為密切的農業受到很大的衝擊。
1990年代產業結構變化或許使初級農業產品對總體經濟貢獻逐漸下降，但與農業相關之二三級產業眾多，因此在衡量農業對經濟的貢獻時必須將這些上下游產業的關聯性一併考量。雖然台灣初級農產業在貿易自由化後對總體經濟貢獻逐漸下降，但卻誘發其他與農業相關之二三級產業成長。因此本研究主要衡量農業及與農業相關之二三級產業對總體經濟之貢獻，以反映農業對整體經濟的重要性。研究結果發現運銷服務部門之貢獻度為農業初級產品之2-3倍，其中運銷服務部門中最主要貢獻來自於批發零售業。可知農業在總體經濟的貢獻及重要性。因此未來政府應編列適當農業預算，協助加速農業與服務業之結合與轉型，以提昇農產品之附加價值及與進口品之競爭力。 | zh_TW |
