從國際石油情勢檢視中國發展困境

Abstract

中國在1993年成為石油淨進口國後，國家石油供給逐漸成為中國持續 發展之關鍵議題。邁入21世紀，中國進行一系列維護國家石油安全行動， 筆者將其統稱為中國石油戰略。 而本文要旨在於「至2020年中國發展期間，在現有國際石油情勢（供需總體平衡）的情況下，中國是否能以一系列的石油戰略，因應國際石油可能的供應中斷（價格爆漲），進以驗證中國是否能和平發展」。

Since 1993, China has turned herself into one of the major oil importation countries due to increase oil demand as her economic development accelerated. Like other oil importation countries, China's oil supply inevitably became a critical issue in her developmental pathway. After year 2000, series of operations has been undertaken for securing her national oil supply,which are considered as “China’s Oil Strategy”. Under the assumption of possible interational supply scarce or sudden price surge of crude oil, this thesis aims to discuss about China¡¦s national oil strategies up to 2020 as well as examine the validity of these strategies. In addition, trying to identify the connections between these strategies and the nature of China’s development.
