台灣水資源回收供應二次用水之策略研究-以民生污水回收供應工業用水為例

Abstract

近年來人類為了發展科技，對全世界的環境造成嚴重傷害，引發全球暖化、氣候變遷等問題，水資源問題己經是21世紀最重要議題之一。本研究選用台灣水資源回收供應工業用水水源做為本研究的標的，進行包括各項的研究與量化的分析，並以A環境科技公司為個案研究，希望能以本個案蒐集的商業模式探討及經濟效益評估，尋求出台灣水資源發展未來成功的關鍵因素（KSF），而各參與者之間的競合行為及關係也是本研究的重點。研究理論及分析主要採用Brandenburger-Nalebuff（1996）「競合理論」的價值網概念當作產業競爭分析之架構，經由上述的理論分析歸納出產業關鍵成功因素。同時再從賽局與競合的角度，探討水資源產業參與者之間角色扮演與其採取的競合行為與策略及比對個案研究分析後，提出最後可執行的行動對策及方案。 本研究所得到的結論得出四項影響台灣水資源回收供應工業用水水源的關鍵成功因素：政府政策之規劃與執行、形成產業聯盟降低價格競爭、透過多領域技術整合創造回收水再利用市場空間、整合台灣資源、拓展中國市場、創造規模經濟。另外改變本產業參與者之間的互動關係，運用競合策略中的 PARTS分析模式，更有助於參與者營造有利的賽局及面對未來賽局的改變，以創造雙贏的賽局。

In the past years, humans have caused tremendous damages to the natural environment, resulted in global warming and climate changes. Water resources are one of the most important issues in the 21st century. The purpose of this thesis is to focus on the study of the renewable water supply industry water source industry, and investigate A environmental company’s key success factors (KSF). The Value Net Model of Co-opetition Theory ( Brandenburger-Nalebuff, 1996）was applied for the competition analysis which accessed competition status and industry posture. In summary, this thesis found four key success factors which would affect the business development of the renewable water supply industry water source industry in Taiwan, including: The government’s policy and its regulation.The cost reduction on the renewable water price by the collective efforts of business alliance.The integration ability of multiple technologies to create market differentiation.Successful business development in Taiwan, followed by international market aimed to achieve economies of scale.All the participants in the renewable water system industry could also utilize PARTS model of Co-opetition Theory to change the interactive relationship, not only to shape better games for themselves but also to create a win-win effect for participators.
