dc.description.abstract	觀察台灣的大陸政策，有兩項重要因素不能忽略。首先，美國、中共、台灣的三邊互動關係，對台灣當局的大陸政策作為具有一定的牽制力量。其次，台灣內部針對兩岸關係與大陸政策的意見相當紛岐，缺乏共識，也是影響兩岸關係的重要原因。本論文研究的主題為陳水扁總統首任任期的大陸政策，基與上述兩項重要因素，採用帕南（Robert D. Putnam）所提出的「雙重博奕」研究途徑，希望能以同時參照國際影響與國內政治的方式，對陳水扁的大陸政策有更深入的瞭解。 2000年的政黨輪替為台灣的大陸政策帶來重大變化，由於民進黨與往昔執政的國民黨在兩岸關係上的主張全然不同，因此陳水扁的大陸政策格外引人注目。陳水扁的壓力來自四面八方，一方面中共、美國與國內的多數黨，也就是在野黨都對陳水扁投以相當大的壓力，希望抑制陳水扁走向台獨；另一方面，台獨基本教義派與多數民進黨支持者卻期待陳水扁當選後能夠儘速實踐台獨理想。在被差距甚大的兩股力量拉扯之下，陳水扁一方面必須兼顧國際局勢與國內政局安定，一方面又必須穩固執政與選票的基礎成成其大陸政策方向不定，時而偏激，時而緩和，而其搖擺的時基與幅度，更與國內選舉的時間與重要性有關。陳水扁任期有限，但其大陸政策所造成的影響卻相當深遠。經過幾年來的炒作，台灣政壇瀰漫著「選舉至上」的思維，大陸政策「沒有共識」的特殊性正好提供了一個議題競逐的場閾。在原本共識就難以凝聚的情況下，大陸政策卻被作為選舉的工具，不但致使國內政壇難以真正安定，在國際上，更使台海的局勢難以穩定。	zh_TW
