因應企業經營環境變遷發展新事業之決策模式─以生質柴油發展可行性之研究為例

Abstract

環保與能源問題在人類文明與工業進程的浪濤中一直相生相伴且佔有舉足輕重的地位，世界各國無不竭盡所能期望致力於能源開發之際，也能兼顧環境保護的目的，京都議定書因此應運而生。京都議定書不僅為世界環境保護確立方向，更因為造成企業經營環境的改變，衍生無數的商機。所以如何透過京都議定書的啟蒙，找出新事業開闢市場的新藍海，將是未來企業獲利的關鍵。 生質柴油是再生能源中被認為與太陽能源一樣，最有機會成為市場主流的新興事業，因此本研究將把研究重心放在如何從企業經營環境變遷發展新事業的商機為主題，佐以生質柴油發展成新事業之研究為例，希望能拋磚引玉，在原油高漲油源將用盡之際，符合環保與能源發展，為企業尋找新事業與商機，建立值得參考的依據。 在本研究中，將首先介紹京都議定書的意義、管制與影響，並說明生質能源與生質柴油地的發展與商機，利用ＴＡＭ模型的經營環境分析及發展新事業的決策模式，藉以評估將生質柴油發展成新事業的執行價值與可行性。最後進行政策面向的探討與未來的發展策略及衍生性商機之建議。 本研究認為︰京都議定書對企業經營環境上的改變，確實可以帶來無限商機。只要政府與企業共同致力於生質柴油的應用和開發，將可為企業創造獲利的新藍海，更可為後代子孫保留一片淨土，以達到政府、企業與民間多贏的局面。

Environmental protection and energy issues have been growing together and occupying very important position all the time in the trend of human civilization and industrial progress, so the countries all over the world try one's best invariably to expect to be devoted to the energy development and also give consideration to the purpose of environmental protection. Kyoto Protocol arises at the historical moment. Kyoto Protocol not merely establishes the direction for the environmental protection of the world, but also causes the change of enterprise's management environment. Moreover, it derives the countless businesses opportunity. Thus, how to find out the new undertaking and open up the new blue sea of the market through teaching beginners of Kyoto Protocol, it will be the enterprise's lucrative key in the future. Bio-diesel oil is thought as the sun energy, and it becomes the new developing undertaking, and the market of mainstream to have an opportunity. In the study of the research, it mixed the diesel oil with Bio-energy and developing into the new undertaking hopes to cast a brick to attract people, as the example, when the crude oil runs high in the oil source and according with environmental protection and energy to develop, look for the new undertaking and business opportunity for enterprises. In this research, we will introduce the meanings, and the control of Kyoto Protocol and its influence at first. Secondly, the development and business opportunity of the bio-energy and bio-diesel are to prove, utilize management environmental analysis--T A M of model and develop new decision way. We know that development tactics in the future and suggestion of the derivative business opportunity that the policy faces finally. This research is thought that Kyoto Protocol can really bring the limitless business opportunity to the change of enterprise's management environment. So long as the government and enterprise are devoted to growing the quality the application and development of the diesel oil together. It also can create the lucrative new blue sea for enterprises, and keep a stretch of pure land for the later generation descendants in order to reach the three-wins of the government, enterprises and the society.
