標題: 建築工程設計進度管理模式之研究

摘要: 因為國內建築工程設計工作之計價方式多為里程碑計價,故設計單位甚或統包商大多仍僅限於里程碑或時程進度控制,由於缺乏其他客觀有效的輔助管理工具,故常常發生設計進度落後卻無法及時察覺之情形,導致後續之營建施工必須以趕工來縮短工期之窘境。
本研究利用文獻回顧法、案例蒐集、專家訪談、層級分析法(Analytic Hierarchy Process, AHP)以及案例研究等方法,希望能建立一套適用於建築工程設計進度之管理模式,其所產出之進度報告(Progress Report),期能有別於時程報告(Schedule Report),並與之在設計進度管理上相輔相成。整個研究流程,首先蒐集30個最近三年之建築工程案例圖說索引,經由專家訪談後予以整理分類,做為設計進度之影響因子並建立初步層級架構後,再透過信度與效度之分析修正為正式之層級架構,然後再以AHP法經由問卷之施測及計算得到各影響因子及分類之權重後,最後再做案例之模擬分析。
以專案之生命週期來看,設計與施工之工期天天等值,因此,設計進度管理之重要性不言可喻。透過本研究之結果,管理者可以更客觀、更有效的工具進行設計進度之管理;除此之外,本研究結果亦可提供廠商於備標估價時,評估設計階段之現金流量及其墊款情形。
The construction and architecture environment in Taiwan has been using milestone method to set as a measuring method; and the overall industry has not been using other objective and helpful measuring methods, thus, these fixated mindsets have been set throughout from top design fields to manufacturing or construction level. The extensive usage of milestone method has caused the projects’ trackers to overlook of their projects’ realistic progress measurement; in which will often severely causing many delays or simply many cases ended up with, projects were suddenly “needed” to be finished within the designated timeline.
This thesis will use primary and secondary surveys, cases collection, Analytic Hierarchy Progress (AHP) and many cases reviews as guidance in hope for us to set up a set of different tool to conduct project management. The “progress reports” that are created will be a preference over the extensive use of schedule reports; and most importantly it can be applied at the start of the design level. The thesis will start with the introduction of the most recent cases that are conducted within 3 years of the construction industry. Subsequently, with the help of primary surveys (experts’ opinions) whom they had helped me to prioritize these cases to set as measuring steps as preliminary project management platform. Also, by using the cases’ confidence and efficiency level to solidify the preliminary platform, in addition with AHP and secondary surveys; our new tool of cases or projects management and analysis can be set.
By using life cycle as the determinants for the projects, the designers and constructors perceive time as equal and important elements. Throughout this thesis, managers can objectively use this tool to measures and manage projects more efficiently; notwithstanding this, this thesis also provides a new perspective for the manufacturers or construction firms to not only evaluate and negotiate pricing, but also will allow them to conduct from design evaluation to cash flow management. The effectiveness of this thesis has been especially apparent within the international projects and large construction contracts.
